117 so as to require certain establishments to post human trafficking hotline information; to3
128 amend Chapter 24A of Title 43 of the Official Code of Georgia Annotated, relating to4
139 massage therapy practice, so as to provide for human trafficking awareness training for 5
1410 members of the Georgia Board of Massage Therapy; to provide for inspections of massage6
1511 therapy practices; to require licensees to display a photograph along with their massage7
1612 therapy practice licenses; to provide for related matters; to repeal conflicting laws; and for8
1713 other purposes.9
1814 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:10
1915 SECTION 1.11
2016 Code Section 16-5-47 of the Official Code of Georgia Annotated, relating to posting model12
2117 notice with human trafficking hotline information in business and on internet, is amended by13
2218 adding two new paragraphs to subsection (a) and revising subsection (b) as follows:14
23-"(3.1) 'Body art studio' shall have the same meaning as set forth in paragraph (3) of Code

2823 (3.2) 'Convenience store' means a retail establishment which offers for sale packaged or17
2924 unprepared food and grocery items for consumption off the premises and may sell fuel18
3025 products, household items, or tobacco products. This shall not include establishments19
3126 that offer for sale more than 20 different cuts of refrigerated meats or more than 50 types20
3227 of whole produce."21
3328 "(6.1.) 'Manufacturing facility' means any facility that manufactures finished products;22
3429 provided that more than 300 individuals are employed at such facility."23
3530 "(b) Effective September 15, 2013, the following businesses and other establishments shall24
3631 post the notice described in subsection (c) of this Code section, or a substantially similar25
3732 notice, in English, Spanish, and any other language deemed appropriate by the director of26
3833 the Georgia Bureau of Investigation, in each public restroom for the business or27
3934 establishment and either in a conspicuous place near the public entrance of the business or28
4035 establishment or in another conspicuous location in clear view of the public and employees29
4136 where similar notices are customarily posted:30
4237 (1) Adult entertainment establishments;31
4338 (2) Bars;32
4439 (3) Primary airports;33
4540 (4) Passenger rail or light rail stations;34
4641 (5) Bus stations;35
4742 (6) Truck stops;36
4843 (7) Emergency rooms within general acute care hospitals;37
4944 (8) Urgent care centers;38
5045 (9) Farm labor contractors and day haulers;39
5146 (10) Privately operated job recruitment centers;40
5247 (11) Safety rest areas located along interstate highways in this state;41
5348 (12) Hotels;42

5651 (13) Businesses and establishments that offer massage or bodywork services by a43
5752 massage therapist or a person who is not a massage therapist; and44
5853 (14) Government buildings; provided, however, that in the case of leased property, this45
5954 paragraph shall only apply to public restrooms that are a part of such lease for exclusive46
6055 use by the government entity;47
6156 (15) Convenience stores;48
6257 (16) Body art studios;49
6358 (17) Manufacturing facilities; and50
6459 (18) Medical offices."51

6661 Chapter 24A of Title 43 of the Official Code of Georgia Annotated, relating to massage53
6762 therapy practice, is amended by adding a new subsection to Code Section 43-24A-5, relating54
6863 to qualifications of board members and removal, to read as follows:55
6964 "(d) Each board member shall annually complete at least one-half hour of training in56
7065 human trafficking awareness and prevention and shall provide documentation of such57
7166 training to the chairperson of the board."58

7368 Said chapter is further amended by revising paragraph (4) of subsection (b) of Code Section60
7469 43-24A-7, relating to powers of the board, as follows:61
7570 "(4) Upon reasonable notice, request Initiate on-site inspections of the facility,62
7671 equipment, policies, and practices of a massage therapy business or board recognized63
7772 massage therapy educational program by appropriate inspectors in the Office office of the64
7873 Secretary of State for the purpose of determining compliance with the standards65
7974 established pursuant to this chapter;"66

8478 Said chapter is further amended by revising subsection (a) of Code Section 43-24A-14,68
8579 relating to display of the license certificate, expiration and renewal of licenses, liability69
8680 insurance coverage, change of address, and inactive status, as follows:70
8781 "(a) The licensee shall display the license certificate or a photocopy thereof in an71
