	2	+	The House Committee on Motor Vehicles offers the following substitute to HB 255:
15	3		A BILL TO BE ENTITLED
16	4		AN ACT
17		-	To amend Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to

19	6		special license plates promoting or supporting certain worthy agencies, funds, or nonprofit2
20	7		corporations with proceeds disbursed to the general fund and the agency, fund, or nonprofit3
21	8		corporation, so as to establish a specialty license plate honoring Southern University Alumni;4
22	9		to establish a specialty license plate honoring Delta Sigma Theta Sorority, Inc.; to provide5
23	10		for related matters; to provide for an effective date; to provide for compliance with6
24	11		constitutional requirements; to repeal conflicting laws; and for other purposes.7
25	12		BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
26	13		SECTION 1.9
27	14		Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to special license10
28	15		plates promoting or supporting certain worthy agencies, funds, or nonprofit corporations with11
29	16		proceeds disbursed to the general fund and the agency, fund, or nonprofit corporation, is12
30	17		amended by adding new paragraphs to subsection (l) to read as follows:13
31		-	"(71) A special license plate honoring Southern University Alumni. The funds raised by

33	19		the sale of this special license plate shall be disbursed to the Atlanta Metropolitan Chapter15
34	20		of Southern University Alumni Federation of Georgia, Inc.16

37	23		(72) A special license plate honoring Delta Sigma Theta Sorority, Inc. The funds raised17
38	24		by the sale of this special license plate shall be disbursed to the Delta Life Development18
39	25		Center."19
40	26		SECTION 2.20
41	27		In accordance with the requirements of Article III, Section IX, Paragraph VI(n) of the21
42	28		Constitution of the State of Georgia, this Act shall not become law unless it receives the22
43	29		requisite two-thirds' majority vote in both the Senate and the House of Representatives.23
44	30		SECTION 3.24
45	31		This Act shall become effective on January 1, 2026.25
46	32		SECTION 4.26
47	33		All laws and parts of laws in conflict with this Act are repealed.27
