1313 A BILL TO BE ENTITLED
1414 AN ACT
1515 To amend Titles 36 and 50 of the Official Code of Georgia Annotated, relating to local

1717 government and state government, respectively, so as to acknowledge that certain2
1818 international organizations have no jurisdiction in this state; to prohibit the implementation3
1919 or enforcement of any rule, regulation, fee, tax, policy, or mandate of certain international4
2020 organizations; to provide for related matters; to provide for an effective date; to repeal5
2121 conflicting laws; and for other purposes.6
2222 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
2323 SECTION 1.8
2424 Title 36 of the Official Code of Georgia Annotated, relating to local government, is amended9
2525 in Chapter 80, relating to general provisions applicable to counties, municipal corporations,10
2626 and other governmental entities, by adding a new Code section to read as follows:11

2929 (a) The World Health Organization and United Nations shall have no jurisdiction or power13
3030 within this state.14
3131 (b) No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health15
3232 Organization or United Nations shall be enforced or implemented by any local board of16

3535 education, local authority, county, municipality, consolidated government, or any political17
3636 subdivision of this state."18
3737 SECTION 2.19
3838 Title 50 of the Official Code of Georgia Annotated, relating to state government, is amended20
3939 in Chapter 1, relating to general provisions, by adding a new Code section to read as follows:21
4040 "50-1-14.22
4141 (a) The World Health Organization and United Nations shall have no jurisdiction or power23
4242 within this state.24
4343 (b) No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health25
4444 Organization or United Nations shall be enforced or implemented by this state or any26
4545 department, agency, instrumentality, or political subdivision of this state."27
4646 SECTION 3.28
4747 This Act shall become effective upon its approval by the Governor or upon its becoming law29
4848 without such approval.30
4949 SECTION 4.31
5050 All laws and parts of laws in conflict with this Act are repealed.32
