A BILL TO BE ENTITLED
AN ACT
To amend Titles 36 and 50 of the Official Code of Georgia Annotated, relating to local

government and state government, respectively, so as to acknowledge that certain2
international organizations have no jurisdiction in this state; to prohibit the implementation3
or enforcement of any rule, regulation, fee, tax, policy, or mandate of certain international4
organizations; to provide for related matters; to provide for an effective date; to repeal5
conflicting laws; and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
Title 36 of the Official Code of Georgia Annotated, relating to local government, is amended9
in Chapter 80, relating to general provisions applicable to counties, municipal corporations,10
and other governmental entities, by adding a new Code section to read as follows:11
"36-80-32.

(a)  The World Health Organization and United Nations shall have no jurisdiction or power13
within this state.14
(b)  No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health15
Organization or United Nations shall be enforced or implemented by any local board of16

education, local authority, county, municipality, consolidated government, or any political17
subdivision of this state."18
SECTION 2.19
Title 50 of the Official Code of Georgia Annotated, relating to state government, is amended20
in Chapter 1, relating to general provisions, by adding a new Code section to read as follows:21
"50-1-14.22
(a)  The World Health Organization and United Nations shall have no jurisdiction or power23
within this state.24
(b)  No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health25
Organization or United Nations shall be enforced or implemented by this state or any26
department, agency, instrumentality, or political subdivision of this state."27
SECTION 3.28
This Act shall become effective upon its approval by the Governor or upon its becoming law29
without such approval.30
SECTION 4.31
All laws and parts of laws in conflict with this Act are repealed.32
