77 Urging the Georgia Environmental Protection Division, the Environmental Protection

99 Agency, and the DeKalb County government to resolve sewage pollution and spills; and for2
1010 other purposes.3
1111 WHEREAS, sewage pollution and spills have been a persistent issue in various areas of4
1212 DeKalb County, disproportionately affecting predominantly Black "nonpriority" areas; and5
1313 WHEREAS, the health and well-being of residents in these areas are compromised due to6
1414 the adverse effects of sewage pollution on the environment and public health; and7
1515 WHEREAS, it is essential to address these issues promptly and ensure that all residents of8
1616 DeKalb County have access to clean and safe environments; and9
1717 WHEREAS, there is a disparity between the prioritization of areas in DeKalb County, with10
1818 North DeKalb receiving preferential treatment over South DeKalb.11
1919 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that12
2020 the members of this body urge the Georgia Environmental Protection Division, the13
2121 Environmental Protection Agency, and the DeKalb County government to take immediate14

2424 and comprehensive actions to fix and eliminate sewage pollution and spills in predominantly

2626 Black "nonpriority" areas of DeKalb County.16
2727 BE IT FURTHER RESOLVED that the members of this body urge the G eorgia17
2828 Environmental Protection Division, the Environmental Protection Agency, and the DeKalb18
2929 County government to establish a date certain within a consent decree for the resolution of19
3030 sewage pollution and spills in these areas, prioritizing the protection of the environment and20
3131 the health of residents.21
3232 BE IT FURTHER RESOLVED that the members of this body encourage the Georgia22
3333 Environmental Protection Division, the Environmental Protection Agency, and the DeKalb23
3434 County government to treat South DeKalb with the same level of priority as North DeKalb24
3535 in addressing sewage pollution and spills, ensuring that equitable resources and efforts are25
3636 allocated to both regions.26
3737 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized27
3838 and directed to make appropriate copies of this resolution available for distribution to28
3939 officials of the Georgia Environmental Protection Division, the Environmental Protection29
4040 Agency, and the DeKalb County government.30
