7	7	Relative to officials, employees, and committees in the House of Representatives; and for

10	10	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the followi ng3
11	11	provisions shall be in effect during the 2025-2026 biennium of the General Assembly unless4
12	12	and until otherwise provided for by resolution of the House:5

14	14	SECTION 1-1.7
15	15	(a) Subject to the availability of funds appropriated or otherwise available for the House of8
16	16	Representatives, the Speaker of the House is authorized to employ on behalf of the House9
17	17	of Representatives a sergeant-at-arms, a postmaster or postmistress, assistant postmasters or10
18	18	assistant postmistresses, assistant doorkeepers, pages, aides, secretaries, clerks, court11
19	19	reporters, consultants, and other necessary personnel; and the Speaker is authorized to12
20	20	provide offices for staff services for the House of Representatives and to employ personnel13
21	21	for said offices. The numbers and compensation of personnel so employed pursuant to this14
22	22	section shall be fixed by the Speaker within the limitations of funds appropriated or15
23	23	otherwise available for the operation of the House of Representatives. Personnel employed16

26	26	pursuant to this section may be employed on a permanent or temporary basis and on a

28	28	part-time or full-time basis, as may be determined by the Speaker. The assignment and18
29	29	duties of personnel employed pursuant to this section shall be as determined by the Speaker;19
30	30	and any such personnel may be assigned to House officers, committees, committee officers,20
31	31	caucuses, and caucus officers as deemed appropriate by the Speaker, including without21
32	32	limitation assignment of aides to the Speaker Pro Tempore, the Majority Leader, and the22
33	33	Minority Leader.23
34	34	(b) By agreement with the appropriate officer or officers of the Senate, the Speaker of the24
35	35	House may authorize the employment of joint staff and the establishment of joint offices of25
36	36	the General Assembly.26
37	37	SECTION 1-2.27
38	38	The Speaker is also authorized to secure the services of chaplains and interns and provide28
39	39	expense reimbursement allowances for them within the limitations of funds appropriated or29
40	40	otherwise available.30
41	41	SECTION 1-3.31
42	42	The Doorkeeper of the House and the Messenger of the House, who are elected by the32
43	43	House, shall be compensated in an amount to be fixed by the Speaker of the House.33

46	46	Subject to the availability of funds appropriated or otherwise available for the Clerk of the36
47	47	House's Office, the Clerk of the House is authorized to employ for the Clerk's office assistant37
48	48	clerks, reading clerks, calendar clerks, journal clerks, secretaries, copy readers, clerical38
49	49	assistants, document distributors, audio operators, personnel to distribute bills and other39

52	52	materials for members, and other necessary personnel. The numbers and compensation of

54	54	personnel employed pursuant to this section shall be fixed by the Clerk within the limitations41
55	55	of funds appropriated or otherwise available for the operation of the Clerk of the House's42
56	56	Office. Personnel employed pursuant to this section may be employed on a permanent or43
57	57	temporary basis and on a part-time or full-time basis, as may be determined by the Clerk. 44
58	58	The assignment and duties of personnel employed pursuant to this section shall be as45
59	59	determined by the Clerk.46

61	61	Pursuant to the provisions of Code Section 28-3-23 of the Official Code of Georgia48
62	62	Annotated, the annual salary of the Clerk of the House shall be as determined by the Speaker. 49
63	63	In addition to that amount, the Clerk shall also receive the same percentage salary increase50
64	64	provided in the General Appropriations Act when granted to other employees of the51
65	65	legislative branch of state government. During the Clerk's tenure of office, he or she may,52
66	66	at the discretion of the Speaker, also receive the same expense allowance and the same53
67	67	mileage allowance or travel allowance as received by members of the General Assembly for54
68	68	each day of service rendered by the Clerk.55

71	71	Subject to the availability of funds appropriated or otherwise available for the operation of58
72	72	the Speaker of the House's Office, the Speaker of the House is authorized to employ interns,59
73	73	aides, secretaries, consultants, and other necessary personnel. The numbers and60
74	74	compensation of personnel employed pursuant to this section shall be fixed by the Speaker61
75	75	within the limitations of funds appropriated or otherwise available for the operation of the62
76	76	Speaker of the House's Office. Personnel employed pursuant to this section may be63

81	81	determined by the Speaker. The assignment and duties of personnel employed pursuant to65

84	84	SECTION 4-1.68
85	85	During any day or period of time during which the General Assembly is not in session,69
86	86	including without limitation any day or period of adjournment during a regular or special70
87	87	session, each of the following officers shall be a committee of one for each day spent on71
88	88	official business: the Speaker of the House, the Speaker Pro Tempore, the Majority Leader,72
89	89	the Majority Whip, the Minority Leader, the Minority Whip, and the Administration Floor73
90	90	Leaders. For each such day spent on official business, each of such officers shall receive the74
91	91	expense, mileage, and travel allowances authorized by law for members of interim75
92	92	committees.76
93	93	SECTION 4-2.77
94	94	(a) During any day or period of time during which the General Assembly is not in session,78
95	95	including without limitation any day or period of adjournment during a regular or special79
96	96	session, each member of the House of Representatives is designated as a committee of one80
97	97	for the purpose of carrying out legislative duties only within the State of Georgia. Subject81
98	98	to any limits established pursuant to Section 5-3 of this resolution, for each such day of82
99	99	service, each member shall receive the expense, mileage, and travel allowances authorized83
100	100	by law for legislative members of interim legislative committees. 84
101	101	(b) In addition to the days provided for in subsection (a) of this section and without counting85
102	102	toward the limit specified in said subsection (a), each member of the House is designated as86
103	103	a committee of one for the purpose of carrying out legislative duties on any weekday87

106	106	which: (1) is a one-day recess or adjournment during a regular session; and (2) occurs after

108	108	Monday and prior to Friday. For each such day of service, each member shall receive the89
109	109	expense and travel allowances (not including mileage which shall be covered by the weekly90
110	110	round trip) for legislative members of interim legislative committees, if such member has91
111	111	engaged in legislative business on that day, but not otherwise.92
112	112	(c) In addition to the days provided for in subsection (a) of this section and without counting93
113	113	toward the limit specified in said subsection (a), each member of the House is designated as94
114	114	a committee of one for the purpose of attending or responding to any legal matter directly95
115	115	related to his or her legislative duties. For each such day of service or portion thereof, each96
116	116	member shall receive the expense, mileage, and travel allowances authorized by law for97
117	117	legislative members of interim legislative committees. The provisions of this subsection98
118	118	shall also apply to former members and former staff of the House who are attending or99
119	119	responding to any legal matter based on his or her service after the end of his or her term.100
120	120	SECTION 4-3.101
121	121	Pursuant to the provisions of law, in addition to any other compensation they receive as102
122	122	members of the General Assembly, the Majority Leader and the Minority Leader shall103
123	123	receive an amount of $2,400.00 per annum as salary, to be paid in equal monthly or104
124	124	semimonthly installments beginning on the first day of the month following the certification105
125	125	by the caucus of any such election. The Administration Floor Leaders each shall receive an106
126	126	amount of $1,200.00 per annum as salary, to be paid in equal monthly or semimonthly107
127	127	installments. Prior to serving as an Administration Floor Leader, a Representative must be108
128	128	certified as such by the Governor in writing to the Speaker of the House and the Clerk of the109
129	129	House.110

135	135	During any period or day of adjournment during a regular or special session, the Speaker is113
136	136	empowered to give authorization for standing committees of the House and such other114
137	137	committees as the Speaker might create to remain at the Capitol during any such period of115
138	138	time for the purpose of considering and studying proposed legislation and other matters. 116
139	139	Members of such committees as shall be designated by the Speaker to remain at the Capitol117
140	140	shall receive the expense, mileage, and travel allowances authorized by law for members of118
141	141	interim committees.119
142	142	SECTION 5-2.120
143	143	The Speaker is authorized to appoint committees from the members of the House to serve121
144	144	as interim legislative study committees and for the purpose of performing such duties as the122
145	145	Speaker shall deem necessary. Such committees are authorized to serve during the interim,123
146	146	and the members thereof shall receive the expense, mileage, and travel allowances authorized124
147	147	by law for legislative members of interim legislative committees. The Speaker shall125
148	148	designate the chairperson of any such committee and shall prescribe the time for which any126
149	149	such committee is authorized to function. The Speaker is authorized to extend the time127
150	150	allowed for any committee, whether the committee is created by resolution or by the Speaker. 128
151	151	The Speaker is authorized to designate standing committees or any subcommittee thereof to129
152	152	function during the interim for the purpose of performing such duties as the Speaker shall130
153	153	deem necessary. The members of any such committee or subcommittee shall receive the131
154	154	expense, mileage, and travel allowances authorized by law for legislative members of interim132
155	155	legislative committees.133

160	160	The Speaker shall be authorized to set limits on the number of days per year that a member135
161	161	shall receive the allowances authorized in Sections 4-2 (committee of one) and 5-2136
162	162	(committee meetings during interim) of this resolution. For this purpose a year shall begin137
163	163	on the opening day of a regular session and end on the day prior to the opening day of the138
164	164	next regular session.139

167	167	The funds necessary to carry out the provisions of Parts 1, 4, and 5 of this resolution shall142
168	168	come from funds appropriated or otherwise available for the operation of the House of143
169	169	Representatives except that funds for any joint staff or joint offices under subsection (b) of144
170	170	Section 1-1 of this resolution shall come from ancillary funds of the General Assembly. The145
171	171	funds necessary to carry out the provisions of Part 2 of this resolution shall come from funds146
172	172	appropriated or otherwise available for the operation of the Clerk of the House's Office. The147
173	173	funds necessary to carry out the provisions of Part 3 of this resolution shall come from funds148
174	174	appropriated or otherwise available for the operation of the Speaker of the House's Office.149
175	175	SECTION 6-2.150
176	176	Any personnel employed pursuant to this resolution shall serve at the pleasure of the151
177	177	appointing authority, and any such personnel may be discharged by the appointing authority152
178	178	with or without cause.153

180	180	This resolution shall take effect immediately upon its adoption by the House of155
181	181	Representatives.156
