1010 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the followi ng3
1111 provisions shall be in effect during the 2025-2026 biennium of the General Assembly unless4
1212 and until otherwise provided for by resolution of the House:5

1414 SECTION 1-1.7
1515 (a) Subject to the availability of funds appropriated or otherwise available for the House of8
1616 Representatives, the Speaker of the House is authorized to employ on behalf of the House9
1717 of Representatives a sergeant-at-arms, a postmaster or postmistress, assistant postmasters or10
1818 assistant postmistresses, assistant doorkeepers, pages, aides, secretaries, clerks, court11
1919 reporters, consultants, and other necessary personnel; and the Speaker is authorized to12
2020 provide offices for staff services for the House of Representatives and to employ personnel13
2121 for said offices. The numbers and compensation of personnel so employed pursuant to this14
2222 section shall be fixed by the Speaker within the limitations of funds appropriated or15
2323 otherwise available for the operation of the House of Representatives. Personnel employed16

2626 pursuant to this section may be employed on a permanent or temporary basis and on a

2828 part-time or full-time basis, as may be determined by the Speaker. The assignment and18
2929 duties of personnel employed pursuant to this section shall be as determined by the Speaker;19
3030 and any such personnel may be assigned to House officers, committees, committee officers,20
3131 caucuses, and caucus officers as deemed appropriate by the Speaker, including without21
3232 limitation assignment of aides to the Speaker Pro Tempore, the Majority Leader, and the22
3333 Minority Leader.23
3434 (b) By agreement with the appropriate officer or officers of the Senate, the Speaker of the24
3535 House may authorize the employment of joint staff and the establishment of joint offices of25
3636 the General Assembly.26

3838 The Speaker is also authorized to secure the services of chaplains and interns and provide28
3939 expense reimbursement allowances for them within the limitations of funds appropriated or29
4040 otherwise available.30

4242 The Doorkeeper of the House and the Messenger of the House, who are elected by the32
4343 House, shall be compensated in an amount to be fixed by the Speaker of the House.33

4646 Subject to the availability of funds appropriated or otherwise available for the Clerk of the36
4747 House's Office, the Clerk of the House is authorized to employ for the Clerk's office assistant37
4848 clerks, reading clerks, calendar clerks, journal clerks, secretaries, copy readers, clerical38
4949 assistants, document distributors, audio operators, personnel to distribute bills and other39

5252 materials for members, and other necessary personnel. The numbers and compensation of

5454 personnel employed pursuant to this section shall be fixed by the Clerk within the limitations41
5555 of funds appropriated or otherwise available for the operation of the Clerk of the House's42
5656 Office. Personnel employed pursuant to this section may be employed on a permanent or43
5757 temporary basis and on a part-time or full-time basis, as may be determined by the Clerk. 44
5858 The assignment and duties of personnel employed pursuant to this section shall be as45
5959 determined by the Clerk.46

6161 Pursuant to the provisions of Code Section 28-3-23 of the Official Code of Georgia48
6262 Annotated, the annual salary of the Clerk of the House shall be as determined by the Speaker. 49
6363 In addition to that amount, the Clerk shall also receive the same percentage salary increase50
6464 provided in the General Appropriations Act when granted to other employees of the51
6565 legislative branch of state government. During the Clerk's tenure of office, he or she may,52
6666 at the discretion of the Speaker, also receive the same expense allowance and the same53
6767 mileage allowance or travel allowance as received by members of the General Assembly for54
6868 each day of service rendered by the Clerk.55

7070 SECTION 3-1.57
7171 Subject to the availability of funds appropriated or otherwise available for the operation of58
7272 the Speaker of the House's Office, the Speaker of the House is authorized to employ interns,59
7373 aides, secretaries, consultants, and other necessary personnel. The numbers and60
7474 compensation of personnel employed pursuant to this section shall be fixed by the Speaker61
7575 within the limitations of funds appropriated or otherwise available for the operation of the62
7676 Speaker of the House's Office. Personnel employed pursuant to this section may be63

7979 employed on a permanent or temporary basis and on a part-time or full-time basis as may be

8181 determined by the Speaker. The assignment and duties of personnel employed pursuant to65
8282 this section shall be as determined by the Speaker.66

8484 SECTION 4-1.68
8585 During any day or period of time during which the General Assembly is not in session,69
8686 including without limitation any day or period of adjournment during a regular or special70
8787 session, each of the following officers shall be a committee of one for each day spent on71
8888 official business: the Speaker of the House, the Speaker Pro Tempore, the Majority Leader,72
8989 the Majority Whip, the Minority Leader, the Minority Whip, and the Administration Floor73
9090 Leaders. For each such day spent on official business, each of such officers shall receive the74
9191 expense, mileage, and travel allowances authorized by law for members of interim75
9292 committees.76
9393 SECTION 4-2.77
9494 (a) During any day or period of time during which the General Assembly is not in session,78
9595 including without limitation any day or period of adjournment during a regular or special79
9696 session, each member of the House of Representatives is designated as a committee of one80
9797 for the purpose of carrying out legislative duties only within the State of Georgia. Subject81
9898 to any limits established pursuant to Section 5-3 of this resolution, for each such day of82
9999 service, each member shall receive the expense, mileage, and travel allowances authorized83
100100 by law for legislative members of interim legislative committees. 84
101101 (b) In addition to the days provided for in subsection (a) of this section and without counting85
102102 toward the limit specified in said subsection (a), each member of the House is designated as86
103103 a committee of one for the purpose of carrying out legislative duties on any weekday87

106106 which: (1) is a one-day recess or adjournment during a regular session; and (2) occurs after

108108 Monday and prior to Friday. For each such day of service, each member shall receive the89
109109 expense and travel allowances (not including mileage which shall be covered by the weekly90
110110 round trip) for legislative members of interim legislative committees, if such member has91
111111 engaged in legislative business on that day, but not otherwise.92
112112 (c) In addition to the days provided for in subsection (a) of this section and without counting93
113113 toward the limit specified in said subsection (a), each member of the House is designated as94
114114 a committee of one for the purpose of attending or responding to any legal matter directly95
115115 related to his or her legislative duties. For each such day of service or portion thereof, each96
116116 member shall receive the expense, mileage, and travel allowances authorized by law for97
117117 legislative members of interim legislative committees. The provisions of this subsection98
118118 shall also apply to former members and former staff of the House who are attending or99
119119 responding to any legal matter based on his or her service after the end of his or her term.100

121121 Pursuant to the provisions of law, in addition to any other compensation they receive as102
122122 members of the General Assembly, the Majority Leader and the Minority Leader shall103
123123 receive an amount of $2,400.00 per annum as salary, to be paid in equal monthly or104
124124 semimonthly installments beginning on the first day of the month following the certification105
125125 by the caucus of any such election. The Administration Floor Leaders each shall receive an106
126126 amount of $1,200.00 per annum as salary, to be paid in equal monthly or semimonthly107
127127 installments. Prior to serving as an Administration Floor Leader, a Representative must be108
128128 certified as such by the Governor in writing to the Speaker of the House and the Clerk of the109

135135 During any period or day of adjournment during a regular or special session, the Speaker is113
136136 empowered to give authorization for standing committees of the House and such other114
137137 committees as the Speaker might create to remain at the Capitol during any such period of115
138138 time for the purpose of considering and studying proposed legislation and other matters. 116
139139 Members of such committees as shall be designated by the Speaker to remain at the Capitol117
140140 shall receive the expense, mileage, and travel allowances authorized by law for members of118
141141 interim committees.119
142142 SECTION 5-2.120
143143 The Speaker is authorized to appoint committees from the members of the House to serve121
144144 as interim legislative study committees and for the purpose of performing such duties as the122
145145 Speaker shall deem necessary. Such committees are authorized to serve during the interim,123
146146 and the members thereof shall receive the expense, mileage, and travel allowances authorized124
147147 by law for legislative members of interim legislative committees. The Speaker shall125
148148 designate the chairperson of any such committee and shall prescribe the time for which any126
149149 such committee is authorized to function. The Speaker is authorized to extend the time127
150150 allowed for any committee, whether the committee is created by resolution or by the Speaker. 128
151151 The Speaker is authorized to designate standing committees or any subcommittee thereof to129
152152 function during the interim for the purpose of performing such duties as the Speaker shall130
153153 deem necessary. The members of any such committee or subcommittee shall receive the131
154154 expense, mileage, and travel allowances authorized by law for legislative members of interim132
155155 legislative committees.133

160160 The Speaker shall be authorized to set limits on the number of days per year that a member135
161161 shall receive the allowances authorized in Sections 4-2 (committee of one) and 5-2136
162162 (committee meetings during interim) of this resolution. For this purpose a year shall begin137
163163 on the opening day of a regular session and end on the day prior to the opening day of the138
164164 next regular session.139

167167 The funds necessary to carry out the provisions of Parts 1, 4, and 5 of this resolution shall142
168168 come from funds appropriated or otherwise available for the operation of the House of143
169169 Representatives except that funds for any joint staff or joint offices under subsection (b) of144
170170 Section 1-1 of this resolution shall come from ancillary funds of the General Assembly. The145
171171 funds necessary to carry out the provisions of Part 2 of this resolution shall come from funds146
172172 appropriated or otherwise available for the operation of the Clerk of the House's Office. The147
173173 funds necessary to carry out the provisions of Part 3 of this resolution shall come from funds148
174174 appropriated or otherwise available for the operation of the Speaker of the House's Office.149

176176 Any personnel employed pursuant to this resolution shall serve at the pleasure of the151
177177 appointing authority, and any such personnel may be discharged by the appointing authority152
178178 with or without cause.153

180180 This resolution shall take effect immediately upon its adoption by the House of155
181181 Representatives.156
