25 LC 33 9751 House Resolution 2 By: Representative Efstration of the 104 th A RESOLUTION Relative to officials, employees, and committees in the House of Representatives; and for 1 other purposes.2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the followi ng3 provisions shall be in effect during the 2025-2026 biennium of the General Assembly unless4 and until otherwise provided for by resolution of the House:5 PART 16 SECTION 1-1.7 (a) Subject to the availability of funds appropriated or otherwise available for the House of8 Representatives, the Speaker of the House is authorized to employ on behalf of the House9 of Representatives a sergeant-at-arms, a postmaster or postmistress, assistant postmasters or10 assistant postmistresses, assistant doorkeepers, pages, aides, secretaries, clerks, court11 reporters, consultants, and other necessary personnel; and the Speaker is authorized to12 provide offices for staff services for the House of Representatives and to employ personnel13 for said offices. The numbers and compensation of personnel so employed pursuant to this14 section shall be fixed by the Speaker within the limitations of funds appropriated or15 otherwise available for the operation of the House of Representatives. Personnel employed16 H. R. 2 - 1 - 25 LC 33 9751 pursuant to this section may be employed on a permanent or temporary basis and on a 17 part-time or full-time basis, as may be determined by the Speaker. The assignment and18 duties of personnel employed pursuant to this section shall be as determined by the Speaker;19 and any such personnel may be assigned to House officers, committees, committee officers,20 caucuses, and caucus officers as deemed appropriate by the Speaker, including without21 limitation assignment of aides to the Speaker Pro Tempore, the Majority Leader, and the22 Minority Leader.23 (b) By agreement with the appropriate officer or officers of the Senate, the Speaker of the24 House may authorize the employment of joint staff and the establishment of joint offices of25 the General Assembly.26 SECTION 1-2.27 The Speaker is also authorized to secure the services of chaplains and interns and provide28 expense reimbursement allowances for them within the limitations of funds appropriated or29 otherwise available.30 SECTION 1-3.31 The Doorkeeper of the House and the Messenger of the House, who are elected by the32 House, shall be compensated in an amount to be fixed by the Speaker of the House.33 PART 234 SECTION 2-1.35 Subject to the availability of funds appropriated or otherwise available for the Clerk of the36 House's Office, the Clerk of the House is authorized to employ for the Clerk's office assistant37 clerks, reading clerks, calendar clerks, journal clerks, secretaries, copy readers, clerical38 assistants, document distributors, audio operators, personnel to distribute bills and other39 H. R. 2 - 2 - 25 LC 33 9751 materials for members, and other necessary personnel. The numbers and compensation of 40 personnel employed pursuant to this section shall be fixed by the Clerk within the limitations41 of funds appropriated or otherwise available for the operation of the Clerk of the House's42 Office. Personnel employed pursuant to this section may be employed on a permanent or43 temporary basis and on a part-time or full-time basis, as may be determined by the Clerk. 44 The assignment and duties of personnel employed pursuant to this section shall be as45 determined by the Clerk.46 SECTION 2-2.47 Pursuant to the provisions of Code Section 28-3-23 of the Official Code of Georgia48 Annotated, the annual salary of the Clerk of the House shall be as determined by the Speaker. 49 In addition to that amount, the Clerk shall also receive the same percentage salary increase50 provided in the General Appropriations Act when granted to other employees of the51 legislative branch of state government. During the Clerk's tenure of office, he or she may,52 at the discretion of the Speaker, also receive the same expense allowance and the same53 mileage allowance or travel allowance as received by members of the General Assembly for54 each day of service rendered by the Clerk.55 PART 356 SECTION 3-1.57 Subject to the availability of funds appropriated or otherwise available for the operation of58 the Speaker of the House's Office, the Speaker of the House is authorized to employ interns,59 aides, secretaries, consultants, and other necessary personnel. The numbers and60 compensation of personnel employed pursuant to this section shall be fixed by the Speaker61 within the limitations of funds appropriated or otherwise available for the operation of the62 Speaker of the House's Office. Personnel employed pursuant to this section may be63 H. R. 2 - 3 - 25 LC 33 9751 employed on a permanent or temporary basis and on a part-time or full-time basis as may be 64 determined by the Speaker. The assignment and duties of personnel employed pursuant to65 this section shall be as determined by the Speaker.66 PART 467 SECTION 4-1.68 During any day or period of time during which the General Assembly is not in session,69 including without limitation any day or period of adjournment during a regular or special70 session, each of the following officers shall be a committee of one for each day spent on71 official business: the Speaker of the House, the Speaker Pro Tempore, the Majority Leader,72 the Majority Whip, the Minority Leader, the Minority Whip, and the Administration Floor73 Leaders. For each such day spent on official business, each of such officers shall receive the74 expense, mileage, and travel allowances authorized by law for members of interim75 committees.76 SECTION 4-2.77 (a) During any day or period of time during which the General Assembly is not in session,78 including without limitation any day or period of adjournment during a regular or special79 session, each member of the House of Representatives is designated as a committee of one80 for the purpose of carrying out legislative duties only within the State of Georgia. Subject81 to any limits established pursuant to Section 5-3 of this resolution, for each such day of82 service, each member shall receive the expense, mileage, and travel allowances authorized83 by law for legislative members of interim legislative committees. 84 (b) In addition to the days provided for in subsection (a) of this section and without counting85 toward the limit specified in said subsection (a), each member of the House is designated as86 a committee of one for the purpose of carrying out legislative duties on any weekday87 H. R. 2 - 4 - 25 LC 33 9751 which: (1) is a one-day recess or adjournment during a regular session; and (2) occurs after 88 Monday and prior to Friday. For each such day of service, each member shall receive the89 expense and travel allowances (not including mileage which shall be covered by the weekly90 round trip) for legislative members of interim legislative committees, if such member has91 engaged in legislative business on that day, but not otherwise.92 (c) In addition to the days provided for in subsection (a) of this section and without counting93 toward the limit specified in said subsection (a), each member of the House is designated as94 a committee of one for the purpose of attending or responding to any legal matter directly95 related to his or her legislative duties. For each such day of service or portion thereof, each96 member shall receive the expense, mileage, and travel allowances authorized by law for97 legislative members of interim legislative committees. The provisions of this subsection98 shall also apply to former members and former staff of the House who are attending or99 responding to any legal matter based on his or her service after the end of his or her term.100 SECTION 4-3.101 Pursuant to the provisions of law, in addition to any other compensation they receive as102 members of the General Assembly, the Majority Leader and the Minority Leader shall103 receive an amount of $2,400.00 per annum as salary, to be paid in equal monthly or104 semimonthly installments beginning on the first day of the month following the certification105 by the caucus of any such election. The Administration Floor Leaders each shall receive an106 amount of $1,200.00 per annum as salary, to be paid in equal monthly or semimonthly107 installments. Prior to serving as an Administration Floor Leader, a Representative must be108 certified as such by the Governor in writing to the Speaker of the House and the Clerk of the109 House.110 H. R. 2 - 5 - 25 LC 33 9751 PART 5 111 SECTION 5-1.112 During any period or day of adjournment during a regular or special session, the Speaker is113 empowered to give authorization for standing committees of the House and such other114 committees as the Speaker might create to remain at the Capitol during any such period of115 time for the purpose of considering and studying proposed legislation and other matters. 116 Members of such committees as shall be designated by the Speaker to remain at the Capitol117 shall receive the expense, mileage, and travel allowances authorized by law for members of118 interim committees.119 SECTION 5-2.120 The Speaker is authorized to appoint committees from the members of the House to serve121 as interim legislative study committees and for the purpose of performing such duties as the122 Speaker shall deem necessary. Such committees are authorized to serve during the interim,123 and the members thereof shall receive the expense, mileage, and travel allowances authorized124 by law for legislative members of interim legislative committees. The Speaker shall125 designate the chairperson of any such committee and shall prescribe the time for which any126 such committee is authorized to function. The Speaker is authorized to extend the time127 allowed for any committee, whether the committee is created by resolution or by the Speaker. 128 The Speaker is authorized to designate standing committees or any subcommittee thereof to129 function during the interim for the purpose of performing such duties as the Speaker shall130 deem necessary. The members of any such committee or subcommittee shall receive the131 expense, mileage, and travel allowances authorized by law for legislative members of interim132 legislative committees.133 H. R. 2 - 6 - 25 LC 33 9751 SECTION 5-3. 134 The Speaker shall be authorized to set limits on the number of days per year that a member135 shall receive the allowances authorized in Sections 4-2 (committee of one) and 5-2136 (committee meetings during interim) of this resolution. For this purpose a year shall begin137 on the opening day of a regular session and end on the day prior to the opening day of the138 next regular session.139 PART 6140 SECTION 6-1.141 The funds necessary to carry out the provisions of Parts 1, 4, and 5 of this resolution shall142 come from funds appropriated or otherwise available for the operation of the House of143 Representatives except that funds for any joint staff or joint offices under subsection (b) of144 Section 1-1 of this resolution shall come from ancillary funds of the General Assembly. The145 funds necessary to carry out the provisions of Part 2 of this resolution shall come from funds146 appropriated or otherwise available for the operation of the Clerk of the House's Office. The147 funds necessary to carry out the provisions of Part 3 of this resolution shall come from funds148 appropriated or otherwise available for the operation of the Speaker of the House's Office.149 SECTION 6-2.150 Any personnel employed pursuant to this resolution shall serve at the pleasure of the151 appointing authority, and any such personnel may be discharged by the appointing authority152 with or without cause.153 SECTION 6-3.154 This resolution shall take effect immediately upon its adoption by the House of155 Representatives.156 H.
