1515 A RESOLUTION
1616 Creating the House Study Committee on the Eradication of Homelessness; and for other

1818 purposes.2
1919 WHEREAS, homelessness imposes a tremendous economic and social cost to homeless3
2020 individuals, their families, businesses, neighborhoods, and government; and4
2121 WHEREAS, unacceptable levels of homelessness among adults, older adults, and families5
2222 remain an ongoing challenge facing the State of Georgia; and6
2323 WHEREAS, the factors that contribute to homelessness are many and complex, including7
2424 a lack of affordable housing, a shortage of family wage jobs, domestic violence, a shortage8
2525 of housing with supportive services, high levels of debt, substance abuse, mental illness,9
2626 access to affordable healthcare, and people exiting institutions and systems of care; and10
2727 WHEREAS, homelessness is a multifaceted problem requiring coordination of resources,11
2828 systems, and efforts from the private sector and from all levels of government; and12
2929 WHEREAS, the State of Georgia must find a long-term solution to homelessness; and13

3232 WHEREAS, a study is needed to understand the extent of the problem of homelessness so

3434 as to eradicate it.15
3535 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:16
3636 (1) Creation of House study committee. There is created the House Study Committee17
3737 on the Eradication of Homelessness.18
3838 (2) Members and officers. The committee shall be composed of nine members of the19
3939 House of Representatives to be appointed by the Speaker of the House of Representatives20
4040 as follows:21
4141 (A) One member from the House Committee on Appropriations;22
4242 (B) One member from the House Committee on Budget and Fiscal Affairs Oversight;23
4343 (C) One member from the House Committee on Defense and Veterans Affairs;24
4444 (D) One member from the House Committee on Higher Education;25
4545 (E) One member from the House Committee on MARTOC;26
4646 (F) One member from the House Committee on Public Health;27
4747 (G) One member from the House Committee on Public Safety and Homeland Security;28
4848 (H) One member from the House Committee on Urban Affairs; and29
4949 (I) One additional member from the House of Representatives.30
5050 The Speaker of the House of Representatives shall designate one such member as31
5151 chairperson of the committee.32
5252 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33
5353 issues, and problems mentioned above or related thereto and recommend any action or34
5454 legislation which the committee deems necessary or appropriate.35
5555 (4) Meetings. The chairperson shall call all meetings of the committee. The committee36
5656 may conduct such meetings at such places and at such times as it may deem necessary or37
5757 convenient to enable it to exercise fully and effectively its powers, perform its duties, and38
5858 accomplish the objectives and purposes of this resolution.39

6161 (5) Allowances and funding. The legislative members of the committee shall receive

6363 the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia41
6464 Annotated. The allowances authorized by this resolution shall not be received by any42
6565 member of the committee for more than five days unless additional days are authorized. 43
6666 Funds necessary to carry out the provisions of this resolution shall come from funds44
6767 appropriated to the House of Representatives.45
6868 (6) Report.46
6969 (A) In the event the committee adopts any specific findings or recommendations that47
7070 include suggestions for proposed legislation, the chairperson shall file a report of the48
7171 same prior to the date of abolishment specified in this resolution, subject to49
7272 subparagraph (C) of this paragraph.50
7373 (B) In the event the committee adopts a report that does not include suggestions for51
7474 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)52
7575 of this paragraph.53
7676 (C) No report shall be filed unless the same has been approved prior to the date of54
7777 abolishment specified in this resolution by majority vote of a quorum of the committee. 55
7878 A report so approved shall be signed by the chairperson of the committee and filed with56
7979 the Clerk of the House of Representatives.57
8080 (D) In the absence of an approved report, the chairperson may file with the Clerk of the58
8181 House of Representatives a copy of the minutes of the meetings of the committee in lieu59
8282 thereof.60
8383 (7) Abolishment. The committee shall stand abolished on December 1, 2025.61
