19 | 19 | | WHEREAS, homelessness imposes a tremendous economic and social cost to homeless3 |
---|
20 | 20 | | individuals, their families, businesses, neighborhoods, and government; and4 |
---|
21 | 21 | | WHEREAS, unacceptable levels of homelessness among adults, older adults, and families5 |
---|
22 | 22 | | remain an ongoing challenge facing the State of Georgia; and6 |
---|
23 | 23 | | WHEREAS, the factors that contribute to homelessness are many and complex, including7 |
---|
24 | 24 | | a lack of affordable housing, a shortage of family wage jobs, domestic violence, a shortage8 |
---|
25 | 25 | | of housing with supportive services, high levels of debt, substance abuse, mental illness,9 |
---|
26 | 26 | | access to affordable healthcare, and people exiting institutions and systems of care; and10 |
---|
27 | 27 | | WHEREAS, homelessness is a multifaceted problem requiring coordination of resources,11 |
---|
28 | 28 | | systems, and efforts from the private sector and from all levels of government; and12 |
---|
29 | 29 | | WHEREAS, the State of Georgia must find a long-term solution to homelessness; and13 |

32 | 32 | | WHEREAS, a study is needed to understand the extent of the problem of homelessness so |

34 | 34 | | as to eradicate it.15 |

35 | 35 | | NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:16 |
---|
36 | 36 | | (1) Creation of House study committee. There is created the House Study Committee17 |
---|
37 | 37 | | on the Eradication of Homelessness.18 |
---|
38 | 38 | | (2) Members and officers. The committee shall be composed of nine members of the19 |
---|
39 | 39 | | House of Representatives to be appointed by the Speaker of the House of Representatives20 |
---|
40 | 40 | | as follows:21 |
---|
41 | 41 | | (A) One member from the House Committee on Appropriations;22 |
---|
42 | 42 | | (B) One member from the House Committee on Budget and Fiscal Affairs Oversight;23 |
---|
43 | 43 | | (C) One member from the House Committee on Defense and Veterans Affairs;24 |
---|
44 | 44 | | (D) One member from the House Committee on Higher Education;25 |
---|
45 | 45 | | (E) One member from the House Committee on MARTOC;26 |
---|
46 | 46 | | (F) One member from the House Committee on Public Health;27 |
---|
47 | 47 | | (G) One member from the House Committee on Public Safety and Homeland Security;28 |
---|
48 | 48 | | (H) One member from the House Committee on Urban Affairs; and29 |
---|
49 | 49 | | (I) One additional member from the House of Representatives.30 |
---|
50 | 50 | | The Speaker of the House of Representatives shall designate one such member as31 |
---|
51 | 51 | | chairperson of the committee.32 |
---|
52 | 52 | | (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33 |
---|
53 | 53 | | issues, and problems mentioned above or related thereto and recommend any action or34 |
---|
54 | 54 | | legislation which the committee deems necessary or appropriate.35 |
---|
55 | 55 | | (4) Meetings. The chairperson shall call all meetings of the committee. The committee36 |
---|
56 | 56 | | may conduct such meetings at such places and at such times as it may deem necessary or37 |
---|
57 | 57 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and38 |
---|
58 | 58 | | accomplish the objectives and purposes of this resolution.39 |

61 | 61 | | (5) Allowances and funding. The legislative members of the committee shall receive |
---|

63 | 63 | | the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia41 |
---|
64 | 64 | | Annotated. The allowances authorized by this resolution shall not be received by any42 |
---|
65 | 65 | | member of the committee for more than five days unless additional days are authorized. 43 |
---|
66 | 66 | | Funds necessary to carry out the provisions of this resolution shall come from funds44 |
---|
67 | 67 | | appropriated to the House of Representatives.45 |
---|
68 | 68 | | (6) Report.46 |
---|
69 | 69 | | (A) In the event the committee adopts any specific findings or recommendations that47 |
---|
70 | 70 | | include suggestions for proposed legislation, the chairperson shall file a report of the48 |
---|
71 | 71 | | same prior to the date of abolishment specified in this resolution, subject to49 |
---|
72 | 72 | | subparagraph (C) of this paragraph.50 |
---|
73 | 73 | | (B) In the event the committee adopts a report that does not include suggestions for51 |
---|
74 | 74 | | proposed legislation, the chairperson shall file the report, subject to subparagraph (C)52 |
---|
75 | 75 | | of this paragraph.53 |
---|
76 | 76 | | (C) No report shall be filed unless the same has been approved prior to the date of54 |
---|
77 | 77 | | abolishment specified in this resolution by majority vote of a quorum of the committee. 55 |
---|
78 | 78 | | A report so approved shall be signed by the chairperson of the committee and filed with56 |
---|
79 | 79 | | the Clerk of the House of Representatives.57 |
---|
80 | 80 | | (D) In the absence of an approved report, the chairperson may file with the Clerk of the58 |
---|
81 | 81 | | House of Representatives a copy of the minutes of the meetings of the committee in lieu59 |
---|
82 | 82 | | thereof.60 |
---|
83 | 83 | | (7) Abolishment. The committee shall stand abolished on December 1, 2025.61 |
