25 LC 59 0022 House Resolution 207 By: Representatives Bell of the 75 th , Huddleston of the 72 nd , Oliver of the 84 th , Willis of the 55 th , and Bonner of the 73 rd A RESOLUTION Creating the House Study Committee on the Eradication of Homelessness; and for other 1 purposes.2 WHEREAS, homelessness imposes a tremendous economic and social cost to homeless3 individuals, their families, businesses, neighborhoods, and government; and4 WHEREAS, unacceptable levels of homelessness among adults, older adults, and families5 remain an ongoing challenge facing the State of Georgia; and6 WHEREAS, the factors that contribute to homelessness are many and complex, including7 a lack of affordable housing, a shortage of family wage jobs, domestic violence, a shortage8 of housing with supportive services, high levels of debt, substance abuse, mental illness,9 access to affordable healthcare, and people exiting institutions and systems of care; and10 WHEREAS, homelessness is a multifaceted problem requiring coordination of resources,11 systems, and efforts from the private sector and from all levels of government; and12 WHEREAS, the State of Georgia must find a long-term solution to homelessness; and13 H. R. 207 - 1 - 25 LC 59 0022 WHEREAS, a study is needed to understand the extent of the problem of homelessness so 14 as to eradicate it.15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:16 (1) Creation of House study committee. There is created the House Study Committee17 on the Eradication of Homelessness.18 (2) Members and officers. The committee shall be composed of nine members of the19 House of Representatives to be appointed by the Speaker of the House of Representatives20 as follows:21 (A) One member from the House Committee on Appropriations;22 (B) One member from the House Committee on Budget and Fiscal Affairs Oversight;23 (C) One member from the House Committee on Defense and Veterans Affairs;24 (D) One member from the House Committee on Higher Education;25 (E) One member from the House Committee on MARTOC;26 (F) One member from the House Committee on Public Health;27 (G) One member from the House Committee on Public Safety and Homeland Security;28 (H) One member from the House Committee on Urban Affairs; and29 (I) One additional member from the House of Representatives.30 The Speaker of the House of Representatives shall designate one such member as31 chairperson of the committee.32 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33 issues, and problems mentioned above or related thereto and recommend any action or34 legislation which the committee deems necessary or appropriate.35 (4) Meetings. The chairperson shall call all meetings of the committee. The committee36 may conduct such meetings at such places and at such times as it may deem necessary or37 convenient to enable it to exercise fully and effectively its powers, perform its duties, and38 accomplish the objectives and purposes of this resolution.39 H. The legislative members of the committee shall receive 40 the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia41 Annotated. The allowances authorized by this resolution shall not be received by any42 member of the committee for more than five days unless additional days are authorized. 43 Funds necessary to carry out the provisions of this resolution shall come from funds44 appropriated to the House of Representatives.45 (6) Report.46 (A) In the event the committee adopts any specific findings or recommendations that47 include suggestions for proposed legislation, the chairperson shall file a report of the48 same prior to the date of abolishment specified in this resolution, subject to49 subparagraph (C) of this paragraph.50 (B) In the event the committee adopts a report that does not include suggestions for51 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)52 of this paragraph.53 (C) No report shall be filed unless the same has been approved prior to the date of54 abolishment specified in this resolution by majority vote of a quorum of the committee. 55 A report so approved shall be signed by the chairperson of the committee and filed with56 the Clerk of the House of Representatives.57 (D) In the absence of an approved report, the chairperson may file with the Clerk of the58 House of Representatives a copy of the minutes of the meetings of the committee in lieu59 thereof.60 (7) Abolishment.
