| 20 | 20 | | maternal and postpartum health outcomes through holistic care and strategic advocacy; and4 |

| 21 | 21 | | WHEREAS, with over 25 years of experience, Dr. Bibbs works to address critical gaps in5 |

| 22 | 22 | | postpartum mental health, lactation support, birth advocacy, and maternal mortality6 |

| 23 | 23 | | prevention, ensuring that mothers and birthing persons receive the comprehensive care they7 |

| 25 | 25 | | WHEREAS, as the founder of Refocus Newborn Health & Postpartum Care, a nonprofit9 |

| 29 | 29 | | WHEREAS, Dr. Bibbs is dedicated to combating maternal mental health challenges,13 |

| 45 | 45 | | WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this26 |

| 47 | 47 | | NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that28 |
