1616 Congratulating and commending Brinca Y. McMickens for receiving the 2025 Yellow Rose

1818 Nikki T. Randall Servant Leadership Award; and for other purposes.2
1919 WHEREAS, in 1999, Representative Nikki T. Randall became the first African American3
2020 female elected to the General Assembly from middle Georgia, and over her 17 years of4
2121 service as a legislator, she held numerous leadership positions, including chair of the Georgia5
2222 Women's Legislative Caucus; and6
2323 WHEREAS, every year during Women's History Month, the Georgia Women's Legislative7
2424 Caucus recognizes outstanding women in Georgia who exemplify the leadership and8
2525 inspiration embodied by Representative Randall; and9
2626 WHEREAS, Brinca Y. McMickens is a woman of unassuming greatness whose humble acts10
2727 of kindness and generosity have uplifted the entire country; and11
2828 WHEREAS, at age 11, Brinca successfully advocated for the creation of the Minority to12
2929 Majority Program in Georgia, allowing students to attend schools outside of their districts,13
3030 and she was chosen by Governor Jimmy Carter to represent Georgia in Boston,14
3131 Massachusetts, as a spokesperson to encourage the integration of public schools; and 15

3434 WHEREAS, in 1999, Brinca advocated for the Olmstead Law, affirming the rights of

3636 individuals with mental health conditions and intellectual disabilities to live in their17
3737 communities; and 18
3838 WHEREAS, Brinca has led numerous community initiatives, including organizing block19
3939 parties to promote voter participation; partnering with Lady T's Homeless Ministry to provide20
4040 meals for more than 900 unhoused individuals each week; sponsoring a pocketbook drive21
4141 that distributed over 200 purses filled with personal hygiene items to homeless girls, women,22
4242 and children; and coordinating a winter hat drive that provided over 100 personally knitted23
4343 warm caps to unhoused individuals; and24
4444 WHEREAS, she has established a glowing reputation of renown throughout Georgia for her25
4545 leadership as a board member for New Kids Productions, as chair of the Lithonia Community26
4646 District, and as creator of "The Equalyzer," a community advocacy and activism podcast; and27
4747 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this28
4848 extraordinary servant leader be appropriately recognized.29
4949 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that30
5050 the members of this body congratulate and commend Brinca Y. McMickens for receiving the31
5151 2025 Yellow Rose Nikki T. Randall Servant Leadership Award and extend best wishes for32
5252 her continued success.33
5353 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized34
5454 and directed to make an appropriate copy of this resolution available for distribution to35
5555 Brinca Y. McMickens.36
