| 13 | 13 | | WHEREAS, Fieldon Marcus Chapman has attained the rank of Eagle Scout, the most2 |

| 15 | 15 | | WHEREAS, a candidate for the most exceptional award in scouting must complete a4 |

| 16 | 16 | | rigorous program of training and demonstrate his proficiency in selected scouting techniques5 |

| 18 | 18 | | WHEREAS, only one scout out of 97 ever reaches this lofty level of achievement, and7 |
