25 LC 129 0341 Senate Resolution 390 By: Senator James of the 28th A RESOLUTION Recognizing and commending Carlos Rico Walker; and for other purposes. 1 WHEREAS, Carlos Rico Walker, better known as Shawty Lo, was a rapper, songwriter, and2 producer from Atlanta, Georgia’s, Bowen Homes community; and 3 WHEREAS, in 2003, Shawty Lo formed the Hip Hop group D4L, with fellow Atlanta based4 rappers Fabio, Mook-B and Stoney; and5 WHEREAS, the group hit national status in January 2006, when their single “Laffy Taffy”6 topped the Billboard Hot 100 and went on to be certified Platinum twice by the Recording7 Industry Association of America; and8 WHEREAS, in 2007, Shawty Lo began pursuing a solo career with his debut album“Units9 in the City," which reached number 14 on the U.S. Billboard 200 chart and sold over 160,00010 copies; and11 WHEREAS, Shawty Lo is known as the KING of Bankhead, he represented the ingenuity12 of Bankhead and Bowen Homes as well as diligently contributed to numerous causes that13 supported the community; and14 S. R. 390 - 1 - 25 LC 129 0341 WHEREAS, Shawty Lo passed away on September 21, 2016, leaving a legacy of innovative, 15 influential, and authentic contributions to the hip hop community; and16 WHEREAS, on March 22, 2025, Shawty Lo would have celebrated his 49th birthday. 17 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body18 recognize and commend Carlos Rico Walker for his significant impact on music and culture19 in Atlanta as well as join in the celebration of his 49th birthday.20 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed21 to make appropriate copies of this resolution available for distribution to the public and the22 press.23 S.
