66 Honoring the life and memory of Hattie B. Dorsey; and for other purposes.

88 WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens2
99 with the passing of Hattie B. Dorsey on May 29, 2024; and3
1010 WHEREAS, Hattie B. Dorsey was a visionary leader and the founding President and CEO4
1111 of the Atlanta Neighborhood Development Partnership, Inc.;and 5
1212 WHEREAS, she was a tireless advocate for affordable and mixed-income housing, and6
1313 devoted her life to creating opportunities for families and communities across metro Atlanta;7
1414 and 8
1515 WHEREAS, throughout her distinguished career, Hattie B. Dorsey broke racial and gender9
1616 barriers in government and nonprofit leadership, serving in key roles with the United States10
1717 Department of the Interior, Mayor Ivan Allen, United States Representative Charles Weltner,11
1818 and the NAACP Legal Defense Fund; and 12
1919 WHEREAS, upon returning to Atlanta in 1984, she served as Vice President of the Atlanta13
2020 Economic Development Corporation, now Invest Atlanta, where she worked to increase14

2323 minority participation in major redevelopment projects and address the decline of historically

2525 Black neighborhoods; and16
2626 WHEREAS, in partnership with civic leaders, she helped establish Atlanta Neighborhood17
2727 Development Partnership, Inc., and led the organization for 15 years, securing over $1518
2828 million for community development organizations and launching one of the region's first19
2929 United States Treasury Certified Development Financial Institutions; and20
3030 WHEREAS, her work laid the foundation for Atlanta's current housing initiatives and21
3131 inspired a generation of leaders, as well as left behind a powerful legacy of leadership,22
3232 compassion, and service; and23
3333 WHEREAS, she gave inspiration to many through her high ideals, morals, and deep concern24
3434 for her fellow citizens, and the devotion, patience, and understanding she demonstrated to25
3535 her family and friends were admired by others; and26
3636 WHEREAS, she was a person of magnanimous strengths with an unimpeachable reputation27
3737 for integrity, intelligence, fairness, and kindness, and by the example she made of her life,28
3838 she made this world a better place in which to live; and29
3939 WHEREAS, a compassionate and generous woman, Hattie B. Dorsey will long be30
4040 remembered for her love of family, friendship, and community and will be missed by all who31
4141 had the great fortune of knowing her.32
4242 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body33
4343 join in honoring the life and memory of Hattie B. Dorsey and express their deepest and most34
4444 sincere regret at her passing.35

4747 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
