43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The Hawaii Revised Statutes is amended by adding a new chapter to title 13 to be appropriately designated and to read as follows: "CHAPTER HOUSING ADVOCATE § ‑1 Office of the housing advocate; qualifications; duties. (a) There is established the office of the housing advocate, to be placed within the office of the governor for administrative purposes only. The office shall be headed by the housing advocate and funded by the general fund. The housing advocate shall be appointed by the governor to serve a term of four years concurrent with the term of the governor. This appointment shall not be subject to senate confirmation. (b) The housing advocate shall: (1) Identify promising special/functional needs, affordable, and market stand-alone housing, mixed-use, and master planned projects in each county; (2) Facilitate projects through state government departments and processes; (3) Identify state and local regulatory barriers to the development of housing; and (4) Make recommendations regarding policies, laws, and rules, including taxation, land use, and financing, to remove barriers to the development of housing." SECTION 2. One full-time equivalent (1.0 FTE) position within the office of the governor shall be transferred to the office of the housing advocate to establish one full-time equivalent (1.0 FTE) position of the housing advocate. SECTION 3. New statutory material is underscored. SECTION 4. This Act shall take effect on July 1, 2021. INTRODUCED BY: _____________________________
