47- SECTION 1. The legislature finds that the ongoing coronavirus disease 2019 pandemic has exacerbated the need for nurses to care for the ill; however, it has become increasingly difficult to find qualified nurses to fill vacant nursing positions. The legislature further finds that there is a nursing faculty shortage, both nationwide and locally. Half of the schools of nursing in Hawaii have a vacancy rate for faculty of over fifty per cent and are experiencing increased difficulty in finding lecturers to support clinical education for nurses in hospital and health care settings. In order to meet the growing demand for nurses, nursing schools in the State need to be able to increase nursing faculty and lecturer hiring capacity. In addition, increased funding is needed to support existing nursing faculty, provide transition to faculty practice training, and better align nursing workforce projections between the schools of nursing and industry partners. The purpose of this Act is to appropriate funds to the University of Hawaii to increase the State's capacity to train new nurses and project future nursing workforce needs. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 to increase the State's capacity to train new nurses and project future nursing workforce needs. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act; provided that the nursing program at the University of Hawaii, west Oahu be reinstated as a condition to the expenditure of any funds received by this appropriation. SECTION 3. This Act shall take effect on July 1, 2055.
