47- SECTION 1. (a) The University of Hawaii, college of engineering shall establish and implement a two-year program to: (1) Study the impact of the installation or removal of sandbag walls, often referred to as "sand burritos", as well as the impact of sand pushing, on sand movement patterns and coastal erosion and on public trust resources, including beach access, coastal water quality, and recreation, at Ehukai beach park, including from the shoreline area near Ke Iki road to Sunset beach; (2) Support the design and implementation of a test project of a soft engineered shoreline protection system with one or more willing landowners, in collaboration with the relevant state and county agencies; (3) Develop a beach and dune management plan for the affected area to identify potential short- and long-term sediment management techniques and coastal dune restoration and management strategies; and (4) Analyze potential changes to laws and policies that will allow for the implementation of the adaptation measures identified in this study. (b) The University of Hawaii, college of engineering shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for the University of Hawaii, college of engineering to study the impact of sandbag walls or "sand burritos" on sand movement patterns and coastal erosion and on public trust resources, including beach access, coastal water quality, and recreation, at Ehukai beach park, including from the shoreline area near Ke Iki road to Sunset beach. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act; provided that the moneys appropriated by this Act shall not lapse at the end of the 2022-2023 fiscal year; provided further that any moneys that remain unencumbered on June 30, 2024, shall lapse on that date; provided further that the cost of design and implementation of any test project of a soft engineered solution, including removal, shall be paid by one or more willing landowners. SECTION 3. This Act shall take effect on July 1, 2050.
