4545 WHEREAS, sidewalks are integral components of the State's streets and roadways; and WHEREAS, many residents rely on sidewalks for exercise, recreation, and transportation; and WHEREAS, sidewalks increase pedestrian safety by separating pedestrians from vehicular traffic; and WHEREAS, unmaintained and undermaintained sidewalks may cause pedestrian injuries and hinder residents, especially elderly residents and those residents having mobility impairments, from properly using the sidewalks; and WHEREAS, proper maintenance of sidewalks in the City and County of Honolulu is crucial to the health and well-being of the residents of, and visitors to, Honolulu; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the Senate concurring, that the City and County of Honolulu is requested to convene a working group to develop recommendations to improve sidewalk maintenance; and BE IT FURTHER RESOLVED that the following individuals are requested to serve as members of the working group: (1) The Mayor of the City and County of Honolulu, or the Mayor's designee; (2) The Director of Transportation, or the Director's designee; (3) The Director of the Department of Planning and Permitting of the City and County of Honolulu; (4) The Director of the Department of Facility Maintenance of the City and County of Honolulu; (5) One member of the Senate, to be appointed by the President of the Senate; and (6) One member of the House of Representatives, to be appointed by the Speaker of the House of Representatives; and BE IT FURTHER RESOLVED that the working group is requested to include the following in its report to the Legislature: (1) A detailed summary of the City and County of Honolulu's existing policies and procedures for the maintenance and repair of sidewalks, including procedures for: (A) Receiving, delegating, and handling complaints from the public about damaged sidewalks; and (B) Categorizing sidewalks into the City and County of Honolulu's four priority sidewalk repair levels; (2) The median amount of time spent during fiscal year 2020-2021 to repair sidewalks within each priority sidewalk repair level; and (3) Recommendations to: (A) Improve the efficiency of sidewalk repairs; and (B) Improve communications with the public, including enabling communications with complainants to, upon request, inform the complainants of the actions taken in response to their complaint and the reasons thereof; and BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Director of the Department of Planning and Permitting of the City and County of Honolulu, and Director of the Department of Facility Maintenance of the City and County of Honolulu.
