4343 WHEREAS, in March 2020, many of Hawaii's hotels and resorts temporarily closed as a consequence of the coronavirus disease 2019 (COVID-19) pandemic; and WHEREAS, due to the closures, thousands of hotel and resort employees were laid off or placed on temporary leave; and WHEREAS, while many hotel and resort workers obtained unemployment benefits to make ends meet, most workers were eager to return to work; and WHEREAS, even after hotels and resorts reopened, many workers were not rehired or scheduled to work; and WHEREAS, due to this preventable shortage of staff, many employees are overworked, and the quality of many standard hotel services, including basic cleaning, has declined dramatically; and WHEREAS, UNITE HERE! Local 5, which represents thousands of hotel and resort employees, has fought to return employees back to work; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that hotels and resorts in the State are requested to immediately rehire or recall employees who were laid off or placed on leave due to COVID-19; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the Hawaii Lodging and Tourism Association, who is requested to distribute copies of this measure to the association's members; and President of UNITE HERE!
