Provides the chief information officer with the authority to approve, or expedite the approval process of, a state agency's management information system project that is budgeted at or more than $1,000,000, or any other project the chief information officer deems necessary to expedite, by coordinating and focusing appropriate state personnel and resources. Requires the chief information officer to annually report the status of all pending or completed projects over $1,000,000, including whether they are on time and on budget. (SD1)

Makes condominium laws regarding sales to owner-occupants inapplicable to time share units. Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirtyday period following the initial date of sale of the condominium from fifty per cent to ninety per cent. Clarifies that the request for dedication of infrastructure is to connect an eligible affordable housing's infrastructure to the county's infrastructure. Authorizes a licensed private building inspector, contracted by the state or county, to certify compliance with county standards. Establishes that dedication of infrastructure is deemed to have taken place if not accepted or rejected by the county within 60 days.

Requires an additional preliminary campaign spending report to be filed on June 30 of a general election year. Establishes a flexible fine structure for violations of campaign finance laws by certain noncandidate committees. Requires campaign advertisements to include disclosure notices on every page or section of the advertisement.
