The legislature finds that with nearly thirty thousand people registered as medical cannabis patients in Hawaii, there is an unmet need for expertise in the field of cannabinoid medicine to facilitate the exchange of educational and research information related to the state authorized use of cannabis for medical purposes in Hawaii. The legislature also finds that the appropriate place to house such expertise should be the University of Hawaii John A. Burns school of medicine. The purpose of this Act is to create a cannabinoid medicine program within the University of Hawaii to be administered by the John A. Burns school of medicine. SECTION 2. Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part IV, subpart M, to be appropriately designated and to read as follows: "§304A- Certified cannabinoid medicine program; cannabinoid medicine expert. (a) There is established within the University of Hawaii the cannabinoid medicine program, which shall be administered by the John A. Burns school of medicine. The program shall include at least one non-tenure track associate professor position that shall be filled with a medical or osteopathic doctor who is a certified cannabinoid medicine specialist to be appointed by the director. This position may either be a paid or an unpaid volunteer position. (b) The mission of the cannabinoid medicine program shall be to pursue research and education related to the authorized use of cannabis for medical purposes in the State to: (1) Protect patient safety; and (2) Promote the development of the State as an international center for medical cannabis research and treatment. (c) The activities of this program shall include, but are not limited to: (1) Coordinating with the University of Hawaii's cannabis testing and research programs to provide medical and scientific expertise on the various projects being undertaken by these programs; (2) Participating in the development of cannabinoid medicine education for the John A. Burns school of medicine's problem-based learning curriculum; (3) Providing continuing education on the medical use of cannabis in the State to the medical community; (4) Working with the department of health state laboratories division to establish standardized analytical testing methods for the State's medical cannabis program; and (5) Working with the department of health's medical cannabis program to ensure regulatory compliance by patients, laboratories, and dispensaries."
