48- SECTION 1. The Hawaii Revised Statutes is amended by adding a new chapter to title 15 to be appropriately designated and to read as follows: "CHAPTER ENVIRONMENTAL PLANNING § -1 Sea level rise; transportation projects. The department of transportation shall plan for sea level rise based upon the latest science, estimates, and recommendations of the Hawaii climate change mitigation and adaptation commission in all future or amended transportation projects. § -2 Carbon concrete standards. All department of transportation highway, harbor, and airport projects shall conform to the applicable carbon concrete standards contained in division 600 of the highways division of the department of transportation's special provisions for standard specifications dated July 10, 2020. The director of transportation may issue an exemption to carbon concrete standards upon a determination that such exemption is necessary or when specific projects require that different procedures are mandated under federal law." SECTION 2. This Act shall take effect on July 1, 2022.
