4343 WHEREAS, the Office of Youth Services provides programs and services for at-risk youth in the State to prevent delinquency and reduce recidivism; and WHEREAS, the Office of Youth Services successfully diverts youths to rehabilitation programs, resulting in fewer than twenty juveniles currently in Office of Youth Services programs; and WHEREAS, the Office of Youth Services lacks a revolving fund and may not currently generate sufficient funds to pay for the expenses necessary to operate and manage a revolving fund; and WHEREAS, a funding mechanism that allows the Office of Youth Services to generate income and use such income to expand vocational programs that create opportunities for at-risk youth more robust to further reduce recidivism and prevent delinquency; and WHEREAS, the Office of Youth Services works closely with the Department of Public Safety, which supports vocational programs with income generated by the Department; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Office of Youth Services, Department of Public Safety, and Department of Budget and Finance are requested to convene a task force to recommend how to create an efficient funding mechanism to allow the Office of Youth Services to generate income to support its vocational programs; and BE IT FURTHER RESOLVED that the task force is requested to include the following members or their designees: (1) The Director of Public Safety; (2) The Director of Finance; (3) The Executive Director of the Office of Youth Services; and (4) Any other representatives the Director of Public Safety, Director of Finance, or Executive Director of the Office of Youth Services deems necessary; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Public Safety, Director of Finance, and Executive Director of the Office of Youth Services.
