NO.   82     THIRTY-FIRST LEGISLATURE, 2022         STATE OF HAWAII                              SENATE CONCURRENT RESOLUTION     requesting the auditor to conduct a performance audit of the department of health, hawaii state hospital, and hawaii information portal.

SENATE CONCURRENT

RESOLUTION

 

 

requesting the auditor to conduct a performance audit of the department of health, hawaii state hospital, and hawaii information portal.

 

 

      WHEREAS, in October 2016, the State initiated a state payroll system modernization project known as the Hawaii Information Portal; and        WHEREAS, the State completed the system modernization project in January 2019; and        WHEREAS, the new payroll system replaced a fifty-year-old legacy paper-based payroll system; and        WHEREAS, the Legislature has received numerous reports of complications related to the State's transition to this new system; and        WHEREAS, the Office of the Ombudsman has investigated and substantiated at least one formal complaint against the Hawaii State Hospital and Department of Health relating to the Hawaii Information Portal; now, therefore,        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Auditor is requested to conduct a performance audit of the Hawaii Information Portal; and        BE IT FURTHER RESOLVED that the performance audit is requested to include the Auditor's assessment of the procedures used by the Department of Health and Hawaii State Hospital relating to the Hawaii Information Portal; and        BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of the performance audit, including an analysis of the Hawaii Information Portal, an assessment of relevant Department of Health and Hawaii State Hospital procedures, recommendations on any further actions needed, and any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Comptroller, Director of Health, Administrator of the Hawaii State Hospital, Executive Director of the Hawaii Government Employees Association, and State Director of United Public Workers.
