4545 WHEREAS, pedestrian safety is an important issue for all communities in Hawaii; and WHEREAS, Hawaii averages twenty-eight pedestrian fatalities each year on roads without proper crosswalks; and WHEREAS, the crosswalk adjacent to Waipahu High School is of particular concern because of the many students who walk to and from school; and WHEREAS, in the morning when school begins and, in the afternoon, when school ends, the area surrounding Waipahu High School is heavily congested with pedestrians who are overflowing the pedestrian island; and WHEREAS, the students and individuals who cross the road near Waipahu High School also need to cross multiple times to get to and from school which extends the time needed to get from one side of the street to the other side; and WHEREAS, it is critical to protect the safety and wellbeing of students and pedestrians crossing streets on foot; and WHEREAS, the construction of an all-way crosswalk or pedestrian scramble is an effective method of reducing the chance of vehicles and pedestrians colliding; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Department of Transportation is urged to construct an all-way crosswalk along the cross streets of Kahualii Street, Waipio Point Access Road, and Farrington Highway to increase pedestrian safety and prevent any pedestrian-related accidents or fatalities; and BE IT FURTHER RESOLVED that the Department of Transportation, in cooperation with the Department of Transportation of the City and County of Honolulu, is requested to explore other possible means of protecting the students and pedestrians who utilize Farrington Highway near Waipahu High School; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Director of Transportation Services, Superintendent of Education, and Principal of Waipahu High School.
