4747 SECTION 1. Section 88-103.7, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows: "(b) All departments and agencies of the State or counties shall furnish the information required by the system pursuant to this section in the format required by the system. Each department or agency of the State or counties shall have one year from the date the system provides the final specifications for the initial format requirements to provide the information to the system in the format required. The system shall notify each department or agency of the State or counties that is required to furnish information to the system of any change in the required format for the information. Each department or agency shall have [one hundred eighty days] one year from the date of the receipt of the notice of a change in the required format to update the format in which the required information is provided to the system. Following the issuance of the final specifications for either the initial or changed format, the system and the department or agency of the State or counties shall mutually agree on a date by which the department or agency of the State or counties will submit test files to the system. When the test files are submitted, the system shall respond to either accept the test file as meeting its requirements or reject the test file and provide specific information on the deficiencies. This process of mutually agreeing on dates for test files to be submitted and responses to be received shall continue until the file is accepted. The penalty in subsection (c) shall not be imposed during this process if the department or agency of the State or counties has submitted each test file by the mutually agreed upon date of the initial or changed specification and by the mutually agreed upon date following each response by the system." SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored. SECTION 3. This Act shall take effect on June 30, 3000.
