4747 SECTION 1. The legislature finds that the department of transportation estimates the cost of at least $15,000,000,000 to protect the State's low-lying roads and highways from the rising ocean and resulting erosion and flooding due to climate change. Many roads will need to be elevated, pushed back, and, for some, moved entirely. The department has already begun assessing the dangers to the nine hundred and seventy-one linear miles of state roads and highways and in 2021 issued the Hawaii Highways Climate Adaptation Action Plan. The purpose of this Act is to appropriate funds for the department of transportation to engage in necessary climate change adaptation for the State's coastal roads and highways. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000,000 or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the department of transportation to engage in climate change adaptation measures for the State's coastal roads and highways. The sums appropriated shall be expended by the department of transportation for the purposes of this Act. SECTION 3. This Act shall take effect on July 1, 2023.
