4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47- SECTION 1. (a) There is established within the department of the attorney general for administrative purposes a blue ribbon committee to analyze and examine the Hawaii administrative rules and identify any rules that are not supported by the Hawaii Revised Statutes. (b) The blue ribbon committee shall consist of the following members: (1) Two individuals who shall be invited to participate by the president of the senate; (2) Two individuals who shall be invited to participate by the speaker of the house of representatives; and (3) One individual who shall be invited to participate by the director of the legislative reference bureau. The members of the blue ribbon committee shall serve without compensation but shall be reimbursed for reasonable expenses necessary for the performance of their duties, including travel expenses. (c) The department of the attorney general shall provide support and coordination as needed by the blue ribbon committee. (d) Each state agency shall cooperate with the blue ribbon committee. (e) The blue ribbon committee shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than forty days prior to the convening of the regular session of 2025. (f) The blue ribbon committee shall be dissolved upon adjournment sine die of the regular session of 2025. SECTION 2. This Act shall take effect upon its approval.
