| 43 | | - | WHEREAS, waste-to-energy technology is a viable solution to reduce the State's solid waste stream, decrease the State's need for landfills, and protect the State's supply of drinking water; and WHEREAS, the Honolulu Program of Waste and Energy Recovery, commonly known as H-POWER, is a waste-to-energy facility on Oahu that burns ninety percent of municipal solid waste on Oahu, sends approximately one hundred eighty thousand tons of ash into the Waimanalo Gulch Sanitary Landfill each year, and generates ten percent of the island's electricity needs; and WHEREAS, despite H-POWER beginning operations in 1990, the State has not developed a statewide waste-to-energy solution; and WHEREAS, a statewide waste-to-energy solution could significantly reduce the State's reliance on fossil fuels and help the State meet its goal of reducing the solid waste stream while developing sustainable energy sources; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Hawaii State Energy Office and Office of Planning and Sustainable Development are requested to develop a plan to implement waste-to-energy and other alternative technology solutions that will: (1) Reduce the State's need for landfills on each island; and (2) Generate renewable energy that will help the State achieve its solid waste stream reduction and clean energy goals; and BE IT FURTHER RESOLVED that the Hawaii State Energy Office and Office of Planning and Sustainable Development are requested to submit a report of their findings and recommendations and a copy of the plan to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Energy Officer and Director of the Office of Planning and Sustainable Development.
