1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5 changing Section 3-699.14 as follows:

8 Sec. 3-699.14. Universal special license plates.
9 (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and
11 applications made in the form prescribed by the Secretary, may
12 issue Universal special license plates to residents of
13 Illinois on behalf of organizations that have been authorized
14 by the General Assembly to issue decals for Universal special
15 license plates. Appropriate documentation, as determined by
16 the Secretary, shall accompany each application. Authorized
17 organizations shall be designated by amendment to this
18 Section. When applying for a Universal special license plate
19 the applicant shall inform the Secretary of the name of the
20 authorized organization from which the applicant will obtain a
21 decal to place on the plate. The Secretary shall make a record
22 of that organization and that organization shall remain
23 affiliated with that plate until the plate is surrendered,

1 revoked, or otherwise cancelled. The authorized organization
2 may charge a fee to offset the cost of producing and
3 distributing the decal, but that fee shall be retained by the
4 authorized organization and shall be separate and distinct
5 from any registration fees charged by the Secretary. No decal,
6 sticker, or other material may be affixed to a Universal
7 special license plate other than a decal authorized by the
8 General Assembly in this Section or a registration renewal
9 sticker. The special plates issued under this Section shall be
10 affixed only to passenger vehicles of the first division,
11 including motorcycles and autocycles, or motor vehicles of the
12 second division weighing not more than 8,000 pounds. Plates
13 issued under this Section shall expire according to the
14 multi-year procedure under Section 3-414.1 of this Code.
15 (b) The design, color, and format of the Universal special
16 license plate shall be wholly within the discretion of the
17 Secretary. Universal special license plates are not required
18 to designate "Land of Lincoln", as prescribed in subsection
19 (b) of Section 3-412 of this Code. The design shall allow for
20 the application of a decal to the plate. Organizations
21 authorized by the General Assembly to issue decals for
22 Universal special license plates shall comply with rules
23 adopted by the Secretary governing the requirements for and
24 approval of Universal special license plate decals. The
25 Secretary may, in his or her discretion, allow Universal
26 special license plates to be issued as vanity or personalized

1 plates in accordance with Section 3-405.1 of this Code. The
2 Secretary of State must make a version of the special
3 registration plates authorized under this Section in a form
4 appropriate for motorcycles and autocycles.
5 (c) When authorizing a Universal special license plate,
6 the General Assembly shall set forth whether an additional fee
7 is to be charged for the plate and, if a fee is to be charged,
8 the amount of the fee and how the fee is to be distributed.
9 When necessary, the authorizing language shall create a
10 special fund in the State treasury into which fees may be
11 deposited for an authorized Universal special license plate.
12 Additional fees may only be charged if the fee is to be paid
13 over to a State agency or to a charitable entity that is in
14 compliance with the registration and reporting requirements of
15 the Charitable Trust Act and the Solicitation for Charity Act.
16 Any charitable entity receiving fees for the sale of Universal
17 special license plates shall annually provide the Secretary of
18 State a letter of compliance issued by the Attorney General
19 verifying that the entity is in compliance with the Charitable
20 Trust Act and the Solicitation for Charity Act.
21 (d) Upon original issuance and for each registration
22 renewal period, in addition to the appropriate registration
23 fee, if applicable, the Secretary shall collect any additional
24 fees, if required, for issuance of Universal special license
25 plates. The fees shall be collected on behalf of the
26 organization designated by the applicant when applying for the

1 plate. All fees collected shall be transferred to the State
2 agency on whose behalf the fees were collected, or paid into
3 the special fund designated in the law authorizing the
4 organization to issue decals for Universal special license
5 plates. All money in the designated fund shall be distributed
6 by the Secretary subject to appropriation by the General
7 Assembly.
8 (e) The following organizations may issue decals for
9 Universal special license plates with the original and renewal
10 fees and fee distribution as follows:
11 (1) The Illinois Department of Natural Resources.
12 (A) Original issuance: $25; with $10 to the
13 Roadside Monarch Habitat Fund and $15 to the Secretary
14 of State Special License Plate Fund.
15 (B) Renewal: $25; with $23 to the Roadside Monarch
16 Habitat Fund and $2 to the Secretary of State Special
17 License Plate Fund.
18 (2) Illinois Veterans' Homes.
19 (A) Original issuance: $26, which shall be
20 deposited into the Illinois Veterans' Homes Fund.
21 (B) Renewal: $26, which shall be deposited into
22 the Illinois Veterans' Homes Fund.
23 (3) The Illinois Department of Human Services for
24 volunteerism decals.
25 (A) Original issuance: $25, which shall be

2 (2) The Prostate Cancer Awareness Fund. All money in
3 the Prostate Cancer Awareness Fund shall be paid as grants
4 to the Prostate Cancer Foundation of Chicago.
5 (3) The Horsemen's Council of Illinois Fund. All money
6 in the Horsemen's Council of Illinois Fund shall be paid
7 as grants to the Horsemen's Council of Illinois.
8 (4) The Post-Traumatic Stress Disorder Awareness Fund.
9 All money in the Post-Traumatic Stress Disorder Awareness
10 Fund shall be paid as grants to K9s for Veterans, NFP for
11 support, education, and awareness of veterans with
12 post-traumatic stress disorder.
13 (5) The Guide Dogs of America Fund. All money in the
14 Guide Dogs of America Fund shall be paid as grants to the
15 International Guiding Eyes, Inc., doing business as Guide
16 Dogs of America.
17 (6) The Mechanics Training Fund. All money in the
18 Mechanics Training Fund shall be paid as grants to the
19 Mechanics Local 701 Training Fund.
20 (7) The Theresa Tracy Trot - Illinois CancerCare
21 Foundation Fund. All money in the Theresa Tracy Trot -
22 Illinois CancerCare Foundation Fund shall be paid to the
23 Illinois CancerCare Foundation for the purpose of
24 furthering pancreatic cancer research.
25 (8) The Developmental Disabilities Awareness Fund. All
26 money in the Developmental Disabilities Awareness Fund

2 Human Services to fund legal aid groups to assist with
3 guardianship fees for private citizens willing to become
4 guardians for individuals with developmental disabilities
5 but who are unable to pay the legal fees associated with
6 becoming a guardian.
7 (9) The Pediatric Cancer Awareness Fund. All money in
8 the Pediatric Cancer Awareness Fund shall be paid as
9 grants to the Cancer Center at Illinois for pediatric
10 cancer treatment and research.
11 (10) The Folds of Honor Foundation Fund. All money in
12 the Folds of Honor Foundation Fund shall be paid as grants
13 to the Folds of Honor Foundation to aid in providing
14 educational scholarships to military families.
15 (11) The Experimental Aircraft Association Fund. All
16 money in the Experimental Aircraft Association Fund shall
17 be paid, subject to appropriation by the General Assembly
18 and distribution by the Secretary, as grants to promote
19 recreational aviation.
20 (12) The Child Abuse Council of the Quad Cities Fund.
21 All money in the Child Abuse Council of the Quad Cities
22 Fund shall be paid as grants to benefit the Child Abuse
23 Council of the Quad Cities.
24 (13) The Illinois Health Care Workers Benefit Fund.
25 All money in the Illinois Health Care Workers Benefit Fund
26 shall be paid as grants to the Trinity Health Foundation

25 the Pediatric Cancer Awareness Fund shall be paid as
26 grants to the Cancer Center at Illinois for pediatric

7 money in the Experimental Aircraft Association Fund shall
8 be paid, subject to appropriation by the General Assembly
9 and distribution by the Secretary, as grants to promote
10 recreational aviation.
11 (12) The Child Abuse Council of the Quad Cities Fund.

13 Fund shall be paid as grants to benefit the Child Abuse
