4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Vehicle Code is amended by
8-changing Section 3-699.14 as follows:

11-Sec. 3-699.14. Universal special license plates.
12-(a) In addition to any other special license plate, the
13-Secretary, upon receipt of all applicable fees and
14-applications made in the form prescribed by the Secretary, may
15-issue Universal special license plates to residents of
16-Illinois on behalf of organizations that have been authorized
17-by the General Assembly to issue decals for Universal special
18-license plates. Appropriate documentation, as determined by
19-the Secretary, shall accompany each application. Authorized
20-organizations shall be designated by amendment to this
21-Section. When applying for a Universal special license plate
22-the applicant shall inform the Secretary of the name of the
23-authorized organization from which the applicant will obtain a
24-decal to place on the plate. The Secretary shall make a record
25-of that organization and that organization shall remain
26-affiliated with that plate until the plate is surrendered,

11+9 (a) In addition to any other special license plate, the

16+14 by the General Assembly to issue decals for Universal special

35-distributing the decal, but that fee shall be retained by the
36-authorized organization and shall be separate and distinct
37-from any registration fees charged by the Secretary. No decal,
38-sticker, or other material may be affixed to a Universal
39-special license plate other than a decal authorized by the
40-General Assembly in this Section or a registration renewal
41-sticker. The special plates issued under this Section shall be
42-affixed only to passenger vehicles of the first division,
43-including motorcycles and autocycles, or motor vehicles of the
44-second division weighing not more than 8,000 pounds. Plates
45-issued under this Section shall expire according to the
46-multi-year procedure under Section 3-414.1 of this Code.
47-(b) The design, color, and format of the Universal special
48-license plate shall be wholly within the discretion of the
49-Secretary. Universal special license plates are not required
50-to designate "Land of Lincoln", as prescribed in subsection
51-(b) of Section 3-412 of this Code. The design shall allow for
52-the application of a decal to the plate. Organizations
53-authorized by the General Assembly to issue decals for
54-Universal special license plates shall comply with rules
55-adopted by the Secretary governing the requirements for and
56-approval of Universal special license plate decals. The
57-Secretary may, in his or her discretion, allow Universal
58-special license plates to be issued as vanity or personalized

65-(c) When authorizing a Universal special license plate,
66-the General Assembly shall set forth whether an additional fee
67-is to be charged for the plate and, if a fee is to be charged,
68-the amount of the fee and how the fee is to be distributed.
69-When necessary, the authorizing language shall create a
70-special fund in the State treasury into which fees may be
71-deposited for an authorized Universal special license plate.
72-Additional fees may only be charged if the fee is to be paid
73-over to a State agency or to a charitable entity that is in
74-compliance with the registration and reporting requirements of
75-the Charitable Trust Act and the Solicitation for Charity Act.
76-Any charitable entity receiving fees for the sale of Universal
77-special license plates shall annually provide the Secretary of
78-State a letter of compliance issued by the Attorney General
79-verifying that the entity is in compliance with the Charitable
80-Trust Act and the Solicitation for Charity Act.
81-(d) Upon original issuance and for each registration
82-renewal period, in addition to the appropriate registration
83-fee, if applicable, the Secretary shall collect any additional
84-fees, if required, for issuance of Universal special license
85-plates. The fees shall be collected on behalf of the
86-organization designated by the applicant when applying for the

89-plate. All fees collected shall be transferred to the State
90-agency on whose behalf the fees were collected, or paid into
91-the special fund designated in the law authorizing the
92-organization to issue decals for Universal special license
93-plates. All money in the designated fund shall be distributed
94-by the Secretary subject to appropriation by the General
95-Assembly.
96-(e) The following organizations may issue decals for
97-Universal special license plates with the original and renewal
98-fees and fee distribution as follows:
99-(1) The Illinois Department of Natural Resources.
100-(A) Original issuance: $25; with $10 to the
101-Roadside Monarch Habitat Fund and $15 to the Secretary
102-of State Special License Plate Fund.
103-(B) Renewal: $25; with $23 to the Roadside Monarch
104-Habitat Fund and $2 to the Secretary of State Special
105-License Plate Fund.
106-(2) Illinois Veterans' Homes.
107-(A) Original issuance: $26, which shall be
108-deposited into the Illinois Veterans' Homes Fund.

368+11 (a) In addition to any other special license plate, the
369+12 Secretary, upon receipt of all applicable fees and
370+13 applications made in the form prescribed by the Secretary, may
371+14 issue Universal special license plates to residents of
372+15 Illinois on behalf of organizations that have been authorized
373+16 by the General Assembly to issue decals for Universal special
374+17 license plates. Appropriate documentation, as determined by
375+18 the Secretary, shall accompany each application. Authorized

409+17 Secretary. Universal special license plates are not required

440+12 Additional fees may only be charged if the fee is to be paid
