5		-	Be it enacted by the People of the State of Illinois,
6		-	represented in the General Assembly:
7		-	Section 5. The Illinois Vehicle Code is amended by
8		-	changing Section 3-699.14 as follows:

12		-	(a) In addition to any other special license plate, the
13		-	Secretary, upon receipt of all applicable fees and
14		-	applications made in the form prescribed by the Secretary, may
15		-	issue Universal special license plates to residents of
16		-	Illinois on behalf of organizations that have been authorized
17		-	by the General Assembly to issue decals for Universal special
18		-	license plates. Appropriate documentation, as determined by
19		-	the Secretary, shall accompany each application. Authorized
20		-	organizations shall be designated by amendment to this
21		-	Section. When applying for a Universal special license plate
22		-	the applicant shall inform the Secretary of the name of the
23		-	authorized organization from which the applicant will obtain a
24		-	decal to place on the plate. The Secretary shall make a record
25		-	of that organization and that organization shall remain
26		-	affiliated with that plate until the plate is surrendered,

35		-	distributing the decal, but that fee shall be retained by the
36		-	authorized organization and shall be separate and distinct
37		-	from any registration fees charged by the Secretary. No decal,
38		-	sticker, or other material may be affixed to a Universal
39		-	special license plate other than a decal authorized by the
40		-	General Assembly in this Section or a registration renewal
41		-	sticker. The special plates issued under this Section shall be
42		-	affixed only to passenger vehicles of the first division,
43		-	including motorcycles and autocycles, or motor vehicles of the
44		-	second division weighing not more than 8,000 pounds. Plates
45		-	issued under this Section shall expire according to the
46		-	multi-year procedure under Section 3-414.1 of this Code.
47		-	(b) The design, color, and format of the Universal special
48		-	license plate shall be wholly within the discretion of the
49		-	Secretary. Universal special license plates are not required
50		-	to designate "Land of Lincoln", as prescribed in subsection
51		-	(b) of Section 3-412 of this Code. The design shall allow for
52		-	the application of a decal to the plate. Organizations
53		-	authorized by the General Assembly to issue decals for
54		-	Universal special license plates shall comply with rules
55		-	adopted by the Secretary governing the requirements for and
56		-	approval of Universal special license plate decals. The
57		-	Secretary may, in his or her discretion, allow Universal
58		-	special license plates to be issued as vanity or personalized

63		-	registration plates authorized under this Section in a form
64		-	appropriate for motorcycles and autocycles.
65		-	(c) When authorizing a Universal special license plate,
66		-	the General Assembly shall set forth whether an additional fee
67		-	is to be charged for the plate and, if a fee is to be charged,
68		-	the amount of the fee and how the fee is to be distributed.
69		-	When necessary, the authorizing language shall create a
70		-	special fund in the State treasury into which fees may be
71		-	deposited for an authorized Universal special license plate.
72		-	Additional fees may only be charged if the fee is to be paid
73		-	over to a State agency or to a charitable entity that is in
74		-	compliance with the registration and reporting requirements of
75		-	the Charitable Trust Act and the Solicitation for Charity Act.
76		-	Any charitable entity receiving fees for the sale of Universal
77		-	special license plates shall annually provide the Secretary of
78		-	State a letter of compliance issued by the Attorney General
79		-	verifying that the entity is in compliance with the Charitable
80		-	Trust Act and the Solicitation for Charity Act.
81		-	(d) Upon original issuance and for each registration
82		-	renewal period, in addition to the appropriate registration
83		-	fee, if applicable, the Secretary shall collect any additional
84		-	fees, if required, for issuance of Universal special license
85		-	plates. The fees shall be collected on behalf of the
86		-	organization designated by the applicant when applying for the

89		-	plate. All fees collected shall be transferred to the State
90		-	agency on whose behalf the fees were collected, or paid into
91		-	the special fund designated in the law authorizing the
92		-	organization to issue decals for Universal special license
93		-	plates. All money in the designated fund shall be distributed
94		-	by the Secretary subject to appropriation by the General
95		-	Assembly.
96		-	(e) The following organizations may issue decals for
97		-	Universal special license plates with the original and renewal
98		-	fees and fee distribution as follows:
99		-	(1) The Illinois Department of Natural Resources.
100		-	(A) Original issuance: $25; with $10 to the
101		-	Roadside Monarch Habitat Fund and $15 to the Secretary
102		-	of State Special License Plate Fund.
103		-	(B) Renewal: $25; with $23 to the Roadside Monarch
104		-	Habitat Fund and $2 to the Secretary of State Special
105		-	License Plate Fund.
106		-	(2) Illinois Veterans' Homes.
107		-	(A) Original issuance: $26, which shall be
108		-	deposited into the Illinois Veterans' Homes Fund.
109		-	(B) Renewal: $26, which shall be deposited into

241		-	(5) The Guide Dogs of America Fund. All money in the
242		-	Guide Dogs of America Fund shall be paid as grants to the
243		-	International Guiding Eyes, Inc., doing business as Guide
244		-	Dogs of America.
245		-	(6) The Mechanics Training Fund. All money in the
246		-	Mechanics Training Fund shall be paid as grants to the
247		-	Mechanics Local 701 Training Fund.
248		-	(7) The Theresa Tracy Trot - Illinois CancerCare
249		-	Foundation Fund. All money in the Theresa Tracy Trot -
250		-	Illinois CancerCare Foundation Fund shall be paid to the
251		-	Illinois CancerCare Foundation for the purpose of
252		-	furthering pancreatic cancer research.
253		-	(8) The Developmental Disabilities Awareness Fund. All
254		-	money in the Developmental Disabilities Awareness Fund

257		-	shall be paid as grants to the Illinois Department of
258		-	Human Services to fund legal aid groups to assist with
259		-	guardianship fees for private citizens willing to become
260		-	guardians for individuals with developmental disabilities

263		-	(9) The Pediatric Cancer Awareness Fund. All money in
264		-	the Pediatric Cancer Awareness Fund shall be paid as
265		-	grants to the Cancer Center at Illinois for pediatric

267		-	(10) The Folds of Honor Foundation Fund. All money in
268		-	the Folds of Honor Foundation Fund shall be paid as grants
269		-	to the Folds of Honor Foundation to aid in providing
270		-	educational scholarships to military families.
271		-	(11) The Experimental Aircraft Association Fund. All
272		-	money in the Experimental Aircraft Association Fund shall
273		-	be paid, subject to appropriation by the General Assembly
274		-	and distribution by the Secretary, as grants to promote
275		-	recreational aviation.
276		-	(12) The Child Abuse Council of the Quad Cities Fund.
277		-	All money in the Child Abuse Council of the Quad Cities
278		-	Fund shall be paid as grants to benefit the Child Abuse
279		-	Council of the Quad Cities.
280		-	(13) The Illinois Health Care Workers Benefit Fund.

349		-	special fund in the State treasury into which fees may be

	368	+	11 (a) In addition to any other special license plate, the
	369	+	12 Secretary, upon receipt of all applicable fees and
	370	+	13 applications made in the form prescribed by the Secretary, may
	371	+	14 issue Universal special license plates to residents of
	372	+	15 Illinois on behalf of organizations that have been authorized
	373	+	16 by the General Assembly to issue decals for Universal special
	374	+	17 license plates. Appropriate documentation, as determined by
	375	+	18 the Secretary, shall accompany each application. Authorized
	376	+	19 organizations shall be designated by amendment to this
	377	+	20 Section. When applying for a Universal special license plate

	398	+	6 sticker, or other material may be affixed to a Universal
	399	+	7 special license plate other than a decal authorized by the
	400	+	8 General Assembly in this Section or a registration renewal
	401	+	9 sticker. The special plates issued under this Section shall be
	402	+	10 affixed only to passenger vehicles of the first division,
	403	+	11 including motorcycles and autocycles, or motor vehicles of the
	404	+	12 second division weighing not more than 8,000 pounds. Plates
	405	+	13 issued under this Section shall expire according to the
	406	+	14 multi-year procedure under Section 3-414.1 of this Code.
	407	+	15 (b) The design, color, and format of the Universal special
	408	+	16 license plate shall be wholly within the discretion of the
	409	+	17 Secretary. Universal special license plates are not required
	410	+	18 to designate "Land of Lincoln", as prescribed in subsection
	411	+	19 (b) of Section 3-412 of this Code. The design shall allow for
	412	+	20 the application of a decal to the plate. Organizations
	413	+	21 authorized by the General Assembly to issue decals for
	414	+	22 Universal special license plates shall comply with rules
	415	+	23 adopted by the Secretary governing the requirements for and
	416	+	24 approval of Universal special license plate decals. The
	417	+	25 Secretary may, in his or her discretion, allow Universal
	418	+	26 special license plates to be issued as vanity or personalized

	433	+	5 (c) When authorizing a Universal special license plate,
	434	+	6 the General Assembly shall set forth whether an additional fee
	435	+	7 is to be charged for the plate and, if a fee is to be charged,
	436	+	8 the amount of the fee and how the fee is to be distributed.
	437	+	9 When necessary, the authorizing language shall create a
	438	+	10 special fund in the State treasury into which fees may be
	439	+	11 deposited for an authorized Universal special license plate.
	440	+	12 Additional fees may only be charged if the fee is to be paid
	441	+	13 over to a State agency or to a charitable entity that is in
	442	+	14 compliance with the registration and reporting requirements of
	443	+	15 the Charitable Trust Act and the Solicitation for Charity Act.
	444	+	16 Any charitable entity receiving fees for the sale of Universal
	445	+	17 special license plates shall annually provide the Secretary of
	446	+	18 State a letter of compliance issued by the Attorney General
	447	+	19 verifying that the entity is in compliance with the Charitable
	448	+	20 Trust Act and the Solicitation for Charity Act.
	449	+	21 (d) Upon original issuance and for each registration
	450	+	22 renewal period, in addition to the appropriate registration
	451	+	23 fee, if applicable, the Secretary shall collect any additional
	452	+	24 fees, if required, for issuance of Universal special license
	453	+	25 plates. The fees shall be collected on behalf of the
