11	11	1 AN ACT concerning public aid.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Public Aid Code is amended by
15	15	5 changing Section 5-1 as follows:
16	16	6 (305 ILCS 5/5-1) (from Ch. 23, par. 5-1)
17	17	7 Sec. 5-1. Declaration of purpose. It is the the purpose of
18	18	8 this Article to provide a program of essential medical care
19	19	9 and rehabilitative services for persons receiving basic
20	20	10 maintenance grants under this Code and for other persons who
21	21	11 are unable, because of inadequate resources, to meet their
22	22	12 essential medical needs.
23	23	13 Preservation of health, alleviation of sickness, and
24	24	14 correction of disabling conditions for persons requiring
25	25	15 maintenance support are essential if they are to have an
26	26	16 opportunity to become self-supporting or to attain a greater
27	27	17 capacity for self-care. For persons who are medically indigent
28	28	18 but otherwise able to provide themselves with a livelihood, it
29	29	19 is of special importance to maintain their incentives for
30	30	20 continued independence and preserve their limited resources
31	31	21 for ordinary maintenance needs to prevent their total or
32	32	22 substantial dependency.
