1313 1 AN ACT concerning police training.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The Illinois State Police Law of the Civil
1717 5 Administrative Code of Illinois is amended by adding Section
1818 6 2605-56 as follows:
1919 7 (20 ILCS 2605/2605-56 new)
2020 8 Sec. 2605-56. Warrior-style training prohibited.
2121 9 (a) The Illinois State Police shall not initiate,
2222 10 administer, or conduct training programs that include
2323 11 warrior-style training.
2424 12 (b) Notwithstanding any provision of law to the contrary
2525 13 including, but not limited to, the State Employee
2626 14 Indemnification Act, the Illinois State Police may not
2727 15 indemnify or otherwise provide liability protection for an
2828 16 Illinois State Police trooper, police officer, investigator,
2929 17 or other employee exercising the powers of a peace officer for
3030 18 liability arising from the use of tactics derived from
3131 19 warrior-style training.
3232 20 (c) In this Section, "warrior-style training" means
3333 21 training for Illinois State Police troopers, police officers,
3434 22 investigators, or other employees exercising the powers of a
3535 23 peace officer that dehumanizes people or encourages aggressive

7474 1 conduct by peace officers during encounters with others in a
7575 2 manner that de-emphasizes the value of human life or
7676 3 constitutional rights, the result of which increases a peace
7777 4 officer's likelihood or willingness to use deadly force.
7878 5 Section 10. The Illinois Police Training Act is amended by
7979 6 changing Section 8 and by adding Section 7.1 as follows:
8080 7 (50 ILCS 705/7.1 new)
8181 8 Sec. 7.1. Warrior-style training prohibited.
8282 9 (a) The Board shall not initiate, administer, or conduct
8383 10 training programs that include warrior-style training. The
8484 11 curriculum approved by the Board for probationary police
8585 12 officers to be offered by all certified schools shall not
8686 13 include warrior-style training.
8787 14 (b) No police training school or local governmental agency
8888 15 shall provide warrior-style training.
8989 16 (c) The Board may not reimburse a law enforcement agency
9090 17 or a peace officer for any part of a course or other training
9191 18 that includes warrior-style training.
9292 19 (d) A law enforcement agency may not provide warrior-style
9393 20 training, directly or through a third party, to a peace
9494 21 officer.
9595 22 (e) Notwithstanding any provision of law to the contrary
9696 23 including, but not limited to, the Local Governmental and
9797 24 Governmental Employees Tort Immunity Act and Sections 1-4-5

108108 1 and 1-4-6 of the Illinois Municipal Code, no local government
109109 2 agency may indemnify or otherwise provide liability protection
110110 3 for a peace officer for liability arising from the use of
111111 4 tactics derived from warrior-style training.
112112 5 (f) In this Section, "warrior-style training" means
113113 6 training for peace officers that dehumanizes people or
114114 7 encourages aggressive conduct by peace officers during
115115 8 encounters with others in a manner that de-emphasizes the
116116 9 value of human life or constitutional rights, the result of
117117 10 which increases a peace officer's likelihood or willingness to
118118 11 use deadly force.

120120 13 Sec. 8. Participation required. All home rule local
121121 14 governmental units shall comply with Sections 6.3, 7.1, 8.1,
122122 15 and 8.2 and any other mandatory provisions of this Act. This
123123 16 Act is a limitation on home rule powers under subsection (i) of
124124 17 Section 6 of Article VII of the Illinois Constitution.
