The Illinois Police Training Act is amended by 6 changing Section 8 and by adding Section 7.1 as follows: 7 (50 ILCS 705/7.1 new) 8 Sec. 7.1. Warrior-style training prohibited. 9 (a) The Board shall not initiate, administer, or conduct 10 training programs that include warrior-style training. The 11 curriculum approved by the Board for probationary police 12 officers to be offered by all certified schools shall not 13 include warrior-style training. 14 (b) No police training school or local governmental agency 15 shall provide warrior-style training. 16 (c) The Board may not reimburse a law enforcement agency 17 or a peace officer for any part of a course or other training 18 that includes warrior-style training. 19 (d) A law enforcement agency may not provide warrior-style 20 training, directly or through a third party, to a peace 21 officer. 22 (e) Notwithstanding any provision of law to the contrary 23 including, but not limited to, the Local Governmental and 24 Governmental Employees Tort Immunity Act and Sections 1-4-5 HB1022 - 2 - LRB103 04707 RLC 49716 b HB1022- 3 -LRB103 04707 RLC 49716 b HB1022 - 3 - LRB103 04707 RLC 49716 b HB1022 - 3 - LRB103 04707 RLC 49716 b 1 and 1-4-6 of the Illinois Municipal Code, no local government 2 agency may indemnify or otherwise provide liability protection 3 for a peace officer for liability arising from the use of 4 tactics derived from warrior-style training. 5 (f) In this Section, "warrior-style training" means 6 training for peace officers that dehumanizes people or 7 encourages aggressive conduct by peace officers during 8 encounters with others in a manner that de-emphasizes the 9 value of human life or constitutional rights, the result of 10 which increases a peace officer's likelihood or willingness to 11 use deadly force. 12 (50 ILCS 705/8) (from Ch. 85, par. 508) 13 Sec. 8. Participation required. All home rule local 14 governmental units shall comply with Sections 6.3, 7.1, 8.1, 15 and 8.2 and any other mandatory provisions of this Act.
