Provides that, beginning with the 2023-2024 school year, the State Board of Education shall develop and maintain a program aimed at facilitating education in advanced manufacturing technical skills. Provides that the program shall be implemented in no less than 12 public high schools, over the span of 3 years, where the youth unemployment rate is at least twice the national average. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.196 as follows:
1616 6 (105 ILCS 5/2-3.196 new)
1717 7 Sec. 2-3.196. Advanced manufacturing technical skills
1818 8 training program.
1919 9 (a) Beginning with the 2023-2024 school year, the State
2020 10 Board of Education shall develop and maintain a program aimed
2121 11 at facilitating education in advanced manufacturing technical
2222 12 skills. The program shall be implemented in no less than 12
2323 13 public high schools, over the span of 3 years, where the youth
2424 14 unemployment rate is at least twice the national average,
2525 15 which shall include no less than 2 high schools on the west
2626 16 side of the City of Chicago, no less than 2 high schools on the
2727 17 south side of the City of Chicago, and no less than 2 high
2828 18 schools in the southern suburbs of the City of Chicago.
2929 19 (b) A high school participating in the program shall offer
3030 20 an advanced manufacturing technical skills course that
3131 21 provides education and training for available jobs or job
3232 22 openings that are anticipated in the field of manufacturing,
3333 23 including, but not limited to, classroom and on-site

6868 1 experiential learning. The high school shall be equipped with
6969 2 up-to-date computers, digital design units, computer numerical
7070 3 control machines, and any other machines that are consistent
7171 4 with the needs of modern manufacturers and that provide
7272 5 hands-on experience for students.
7373 6 (c) An instructor of an advanced manufacturing technical
7474 7 skills course under the program must have a minimum of 3 years
7575 8 of recognized industry certifications, be effective at
7676 9 instructing urban or financially challenged youth, and have an
7777 10 adequate amount of shop experience gained in a manufacturing
7878 11 setting.
7979 12 (d) The State Board of Education shall ensure that each
8080 13 high school participating in the program has adequate funding
8181 14 for at least one industry coordinator, tutoring,
8282 15 pre-employment and on-the-job mentoring, professional and
8383 16 leadership development, and life and financial management
8484 17 instruction.
8585 18 (e) The State Board of Education shall use a program
8686 19 provider to help design, build, and accredit the training
8787 20 program under this Section. The program provider shall have no
8888 21 less than 10 years of successful experience working in the
8989 22 manufacturing industry and serving communities where the high
9090 23 schools participating in the program are located.
9191 24 Section 99. Effective date. This Act takes effect upon
9292 25 becoming law.
