1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
5 2-3.196 as follows:
6 (105 ILCS 5/2-3.196 new)
7 Sec. 2-3.196. Advanced manufacturing technical skills
8 training program.
9 (a) Beginning with the 2023-2024 school year, the State
10 Board of Education shall develop and maintain a program aimed
11 at facilitating education in advanced manufacturing technical
12 skills. The program shall be implemented in no less than 12
13 public high schools, over the span of 3 years, where the youth
14 unemployment rate is at least twice the national average,
15 which shall include no less than 2 high schools on the west
16 side of the City of Chicago, no less than 2 high schools on the
17 south side of the City of Chicago, and no less than 2 high
18 schools in the southern suburbs of the City of Chicago.
19 (b) A high school participating in the program shall offer
20 an advanced manufacturing technical skills course that
21 provides education and training for available jobs or job
22 openings that are anticipated in the field of manufacturing,
23 including, but not limited to, classroom and on-site

1 experiential learning. The high school shall be equipped with
2 up-to-date computers, digital design units, computer numerical
3 control machines, and any other machines that are consistent
4 with the needs of modern manufacturers and that provide
5 hands-on experience for students.
6 (c) An instructor of an advanced manufacturing technical
7 skills course under the program must have a minimum of 3 years
8 of recognized industry certifications, be effective at
9 instructing urban or financially challenged youth, and have an
10 adequate amount of shop experience gained in a manufacturing
11 setting.
12 (d) The State Board of Education shall ensure that each
13 high school participating in the program has adequate funding
14 for at least one industry coordinator, tutoring,
15 pre-employment and on-the-job mentoring, professional and
16 leadership development, and life and financial management
17 instruction.
18 (e) The State Board of Education shall use a program
19 provider to help design, build, and accredit the training
20 program under this Section. The program provider shall have no
21 less than 10 years of successful experience working in the
22 manufacturing industry and serving communities where the high
23 schools participating in the program are located.
24 Section 99. Effective date. This Act takes effect upon
25 becoming law.
