39 | 39 | | (a) For more than 4 decades, HIV/AIDS has ravaged 5 |
---|
40 | 40 | | communities across America and Illinois, doubling down on the 6 |
---|
41 | 41 | | racial health disparities also laid bare across the opioid 7 |
---|
42 | 42 | | epidemic, maternal and infant mortality rates, COVID -19 8 |
---|
43 | 43 | | mortality and morbidity rates, and the rising rates of sexually 9 |
---|
44 | 44 | | transmitted infections (such as chlamydia, gonorrhea, and 10 |
---|
45 | 45 | | syphilis). 11 |
---|
46 | 46 | | (b) According to the Centers for Disease Control and 12 |
---|
47 | 47 | | Prevention (CDC), HIV transmission can be virtually eliminated 13 |
---|
48 | 48 | | when linkage to HIV medications and medical care are widely 14 |
---|
49 | 49 | | accessible. Treatment and prevention strategies such as Pre -15 |
---|
50 | 50 | | Exposure Prophylaxis (PrEP) and Undetectable=Untransmittable 16 |
---|
51 | 51 | | (U=U) are time-tested, science-based interventions that prevent 17 |
---|
52 | 52 | | new HIV diagnoses. Pre -Exposure Prophylaxis (PrEP) is a 18 |
---|
53 | 53 | | prevention strategy that involves sexually active HIV -negative 19 |
---|
54 | 54 | | adults and adolescents taking prescrip tion medications to 20 |
---|
55 | 55 | | prevent HIV acquisition. PrEP is 99% effective in preventing 21 |
---|
56 | 56 | | HIV when taken as prescribed. U=U acknowledges the proven 22 |

63 | 63 | | access to PrEP persist as barriers to lowering the HIV incidence 5 |

65 | 65 | | (c) To advance the goals and strategies of the Getting to 7 |

66 | 66 | | Zero Illinois plan to end the HIV epidemic in Illinois by 2030, 8 |

67 | 67 | | the State of Illinois will need to develop and support programs 9 |

68 | 68 | | in health care, health disparities, housing, edu cation, and 10 |

69 | 69 | | awareness. These new State funding opportunities for fiscal 11 |

70 | 70 | | year 2024 aim to increase access to clinical and supportive 12 |
