1515 Provides background information. Appropriates specified
1616 amounts to the Department of Public Health for grants,
1717 expenses, and administrative costs of programs relating to
1818 acquired immunodeficiency syndrome and human immunodeficiency
1919 virus; the Getting to Zero-Illinois plan to end the HIV epidemic
2020 by 2030; the prevention, screening, and treatment services to
2121 address sexually transmitted infection cases; and the
2222 PrEP4Illinois Program to provide client navigation for pre -
2323 exposure prophylaxis servic es and medication access. Contains

3535 Be it enacted by the People of the State of Illinois, represented 2

3838 Section 1. Background. 4
3939 (a) For more than 4 decades, HIV/AIDS has ravaged 5
4040 communities across America and Illinois, doubling down on the 6
4141 racial health disparities also laid bare across the opioid 7
4242 epidemic, maternal and infant mortality rates, COVID -19 8
4343 mortality and morbidity rates, and the rising rates of sexually 9
4444 transmitted infections (such as chlamydia, gonorrhea, and 10
4545 syphilis). 11
4646 (b) According to the Centers for Disease Control and 12
4747 Prevention (CDC), HIV transmission can be virtually eliminated 13
4848 when linkage to HIV medications and medical care are widely 14
4949 accessible. Treatment and prevention strategies such as Pre -15
5050 Exposure Prophylaxis (PrEP) and Undetectable=Untransmittable 16
5151 (U=U) are time-tested, science-based interventions that prevent 17
5252 new HIV diagnoses. Pre -Exposure Prophylaxis (PrEP) is a 18
5353 prevention strategy that involves sexually active HIV -negative 19
5454 adults and adolescents taking prescrip tion medications to 20
5555 prevent HIV acquisition. PrEP is 99% effective in preventing 21
5656 HIV when taken as prescribed. U=U acknowledges the proven 22

5959 viral load pose no chance of transmitting the virus sexu ally. 1
6060 However, issues relating to access to health care, housing, 2
6161 steady and sufficient income, mental health and substance -use 3
6262 services, HIV treatment, addressing HIV -related stigma, and 4
6363 access to PrEP persist as barriers to lowering the HIV incidence 5
6464 rates across Illinois. 6
6565 (c) To advance the goals and strategies of the Getting to 7
6666 Zero Illinois plan to end the HIV epidemic in Illinois by 2030, 8
6767 the State of Illinois will need to develop and support programs 9
6868 in health care, health disparities, housing, edu cation, and 10
6969 awareness. These new State funding opportunities for fiscal 11
7070 year 2024 aim to increase access to clinical and supportive 12
7171 services for HIV treatment and PrEP. 13
7272 (d) Additionally, these investments are grounded in racial 14
7373 health equity to address t he health disparities experienced by 15
7474 people living with or vulnerable to HIV, especially among 16
7575 Illinois' Black, Latino/a/x, and LGBTQIA communities. 17

154154 access. A portion of this funding must be spent on establishing 16
155155 the mechanism, process, policy, or system needed to allow the 17
156156 PrEP4Illinois program to pay for the ancillary services 18
157157 (including, but not limited to, provider office visits or labs) 19
158158 associated with being on pre -exposure prophylaxis, as well as 20
159159 to begin covering the cost of such ancillary services for the 21
160160 uninsured and underinsured people in the Department of Public 22
