1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Public Community College Act is amended by
1515 5 adding Section 3-80 as follows:

1717 7 Sec. 3-80. Baccalaureate degree in nursing pilot program.
1818 8 (a) The Board of Trustees of Community College District
1919 9 No. 506 may establish and offer at Sauk Valley Community
2020 10 College a baccalaureate-level nursing education pilot program,
2121 11 commonly referred to as a baccalaureate completion program (RN
2222 12 to BSN), that confers a bachelor of science degree in nursing
2323 13 if all of the following conditions are met:
2424 14 (1) The Board of Trustees meets all of the
2525 15 requirements as set forth in subsection (b) of this
2626 16 Section, and the program has been approved by the State
2727 17 Board to offer a bachelor of science degree in nursing.
2828 18 (2) After the program has been approved by the State
2929 19 Board, the Board of Higher Education shall consider the
3030 20 program for approval in a manner consistent with new
3131 21 bachelor's degree programs at public and private
3232 22 universities in this State.
3333 23 (3) The Board of Trustees has identified and

6868 1 documented, in writing, unmet workforce needs in the
6969 2 subject area of the baccalaureate degree to be offered.
7070 3 The Board of Trustees shall publish on the community
7171 4 college district's website and make publicly available the
7272 5 documentation and shall present the documentation to the
7373 6 State Board.
7474 7 (4) The community college shall hold a national
7575 8 professional nursing accreditation or have applied for the
7676 9 accreditation from the Commission on Collegiate Nursing
7777 10 Education, the Accreditation Commission for Education in
7878 11 Nursing, or the Commission for Nursing Education
7979 12 Accreditation.
8080 13 (5) The community college shall offer and maintain an
8181 14 associate degree in nursing.
8282 15 (6) The Board of Trustees must demonstrate, in
8383 16 writing, how the community college will enhance future
8484 17 opportunities for minority and bilingual populations by
8585 18 focusing outreach efforts and giving preference to those
8686 19 students in order to meet workforce needs.
8787 20 (b) The Board of Trustees shall demonstrate that the
8888 21 community college has the expertise, resources, and student
8989 22 interest to offer a quality bachelor of science degree in
9090 23 nursing. An application for approval from the State Board
9191 24 shall include, but is not limited to, all of the following:
9292 25 (1) The Board of Trustees shall describe the labor
9393 26 market need as specified in paragraph (3) of subsection

104104 1 (a) of this Section.
105105 2 (2) The Board of Trustees shall describe the program's
106106 3 purpose, its target population, related occupations, and
107107 4 career paths.
108108 5 (3) The Board of Trustees shall demonstrate that the
109109 6 community college has developed quality curricula that
110110 7 aligns with federal, State, and local requirements and
111111 8 will prepare graduates with the appropriate level of skill
112112 9 to meet their educational goals.
113113 10 (4) The Board of Trustees shall verify the community
114114 11 college district has the fiscal resources in place or has
115115 12 budgeted for financial support for the program in a
116116 13 cost-effective manner.
117117 14 (5) The Board of Trustees shall identify and document
118118 15 the faculty available for teaching the program, including
119119 16 the number of full-time faculty anticipated to teach in
120120 17 the program, a description of their qualifications
121121 18 (including highest degree earned), teaching experience,
122122 19 professional experience, and licenses held. The Board of
123123 20 Trustees must also indicate how faculty are to be
124124 21 evaluated.
125125 22 (c) The community college district is prohibited from
126126 23 using semester credit hours generated in baccalaureate degree
127127 24 programs for grants received pursuant to Section 2-16.02 of
128128 25 this Act.
129129 26 (d) The State Board shall conduct a statewide evaluation

140140 1 of a pilot program established under this Section. The results
141141 2 of the evaluation shall be reported on or before July 1, 2028
142142 3 to all of the following:
143143 4 (1) The Board of Higher Education.
144144 5 (2) The Speaker of the House of Representatives.
145145 6 (3) The Minority Leader of the House of
146146 7 Representatives.
147147 8 (4) The President of the Senate.
148148 9 (5) The Minority Leader of the Senate.
149149 10 (6) The Governor's Office of Management and Budget.
150150 11 The reports to the General Assembly shall be filed with
151151 12 the Clerk of the House of Representatives and the Secretary of
152152 13 the Senate in electronic form only, in the manner that the
153153 14 Clerk and the Secretary shall direct.
154154 15 The evaluation shall include, but is not limited to, all
155155 16 of the following:
156156 17 (i) Information identifying applicants, admissions,
157157 18 enrollment, the demographic characteristics of students,
158158 19 and degree recipients.
159159 20 (ii) The extent to which the program fulfills
160160 21 identified workforce needs.
161161 22 (iii) Information on the pace of employment of
162162 23 students and the subsequent job placement of graduates.
163163 24 (iv) The cost of the program and the funding sources
164164 25 that were used to finance the program.
165165 26 (v) Time-to-degree rates and completion rates for the

177177 2 (vi) The extent to which the program is in compliance
178178 3 with the requirements of this Section.
179179 4 The Board of Trustees shall submit the information
180180 5 necessary to conduct the evaluation required under this
181181 6 subsection (d), as determined by the evaluator, to the State
182182 7 Board.
183183 8 Section 99. Effective date. This Act takes effect upon
