1  AN ACT concerning education.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Public Community College Act is amended by
5  adding Section 3-80 as follows:
6  (110 ILCS 805/3-80 new)
7  Sec. 3-80. Baccalaureate degree in nursing pilot program.
8  (a) The Board of Trustees of Community College District
9  No. 506 may establish and offer at Sauk Valley Community
10  College a baccalaureate-level nursing education pilot program,
11  commonly referred to as a baccalaureate completion program (RN
12  to BSN), that confers a bachelor of science degree in nursing
13  if all of the following conditions are met:
14  (1) The Board of Trustees meets all of the
15  requirements as set forth in subsection (b) of this
16  Section, and the program has been approved by the State
17  Board to offer a bachelor of science degree in nursing.
18  (2) After the program has been approved by the State
19  Board, the Board of Higher Education shall consider the
20  program for approval in a manner consistent with new
21  bachelor's degree programs at public and private
22  universities in this State.

1  documented, in writing, unmet workforce needs in the
2  subject area of the baccalaureate degree to be offered.
3  The Board of Trustees shall publish on the community
4  college district's website and make publicly available the
5  documentation and shall present the documentation to the
6  State Board.
7  (4) The community college shall hold a national
8  professional nursing accreditation or have applied for the
9  accreditation from the Commission on Collegiate Nursing
10  Education, the Accreditation Commission for Education in
11  Nursing, or the Commission for Nursing Education
12  Accreditation.
13  (5) The community college shall offer and maintain an
14  associate degree in nursing.
15  (6) The Board of Trustees must demonstrate, in
16  writing, how the community college will enhance future
17  opportunities for minority and bilingual populations by
18  focusing outreach efforts and giving preference to those
19  students in order to meet workforce needs.
20  (b) The Board of Trustees shall demonstrate that the
21  community college has the expertise, resources, and student
22  interest to offer a quality bachelor of science degree in
23  nursing. An application for approval from the State Board
24  shall include, but is not limited to, all of the following:
25  (1) The Board of Trustees shall describe the labor
26  market need as specified in paragraph (3) of subsection

1  (a) of this Section.
2  (2) The Board of Trustees shall describe the program's
3  purpose, its target population, related occupations, and
4  career paths.
5  (3) The Board of Trustees shall demonstrate that the
6  community college has developed quality curricula that
7  aligns with federal, State, and local requirements and
8  will prepare graduates with the appropriate level of skill
9  to meet their educational goals.
10  (4) The Board of Trustees shall verify the community
11  college district has the fiscal resources in place or has
12  budgeted for financial support for the program in a
13  cost-effective manner.
14  (5) The Board of Trustees shall identify and document
15  the faculty available for teaching the program, including
16  the number of full-time faculty anticipated to teach in
17  the program, a description of their qualifications
18  (including highest degree earned), teaching experience,
19  professional experience, and licenses held. The Board of
20  Trustees must also indicate how faculty are to be
21  evaluated.
22  (c) The community college district is prohibited from
23  using semester credit hours generated in baccalaureate degree
24  programs for grants received pursuant to Section 2-16.02 of
25  this Act.
26  (d) The State Board shall conduct a statewide evaluation

1  of a pilot program established under this Section. The results
2  of the evaluation shall be reported on or before July 1, 2028
3  to all of the following:
4  (1) The Board of Higher Education.
5  (2) The Speaker of the House of Representatives.
6  (3) The Minority Leader of the House of
7  Representatives.
8  (4) The President of the Senate.
9  (5) The Minority Leader of the Senate.
10  (6) The Governor's Office of Management and Budget.
11  The reports to the General Assembly shall be filed with
12  the Clerk of the House of Representatives and the Secretary of
13  the Senate in electronic form only, in the manner that the
14  Clerk and the Secretary shall direct.
15  The evaluation shall include, but is not limited to, all
16  of the following:
17  (i) Information identifying applicants, admissions,
18  enrollment, the demographic characteristics of students,
19  and degree recipients.
20  (ii) The extent to which the program fulfills
21  identified workforce needs.
22  (iii) Information on the pace of employment of
23  students and the subsequent job placement of graduates.
24  (iv) The cost of the program and the funding sources
25  that were used to finance the program.
26  (v) Time-to-degree rates and completion rates for the

2  (vi) The extent to which the program is in compliance
3  with the requirements of this Section.
4  The Board of Trustees shall submit the information
5  necessary to conduct the evaluation required under this
6  subsection (d), as determined by the evaluator, to the State
7  Board.
8  Section 99. Effective date. This Act takes effect upon
9  becoming law.
