4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The State Universities Civil Service Act is
8-amended by changing Section 36f as follows:
9-(110 ILCS 70/36f) (from Ch. 24 1/2, par. 38b5)
10-Sec. 36f. Examinations.
11-(a) All examinations given under the University System
12-shall be open to all applicants who are citizens of or
13-residents in the State of Illinois and who can qualify by
14-training and experience for the position for which application
15-is made. In examinations for technical positions for which no
16-qualified residents of this State are available the residence
17-requirement may be waived. In examinations for law enforcement
18-personnel, the residence requirement shall be waived.
19-(b) Examinations may be written; oral; by statement of
20-training and experience; in the form of tests of knowledge,
21-skill, capacity, intellect, or aptitude; or by any other
22-method which, in the judgment of the Merit Board, is
23-reasonable and practical for any particular classification.
24-The examinations shall be practical and shall relate to the
25-classification for which the examination is given. No question
26-in any examination shall relate to political or religious

36-examinations in the same classification must be uniform. The
37-examination requirement for the initial appointment, entry
38-level position only, of law enforcement personnel may be
39-waived if an applicant has satisfied all the requirements
40-established by the Illinois Police Training Act for
41-appointment of law enforcement officers and if the Merit Board
42-allows for such a waiver by rule. Additional positions, entry
43-level only, may have the examination requirement waived if the
44-occupational standards are regulated by the Department of
45-Financial and Professional Regulation, as designated by the
46-Merit Board and provided for in adopted rules.
