4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Department of Transportation Law of the
8-Civil Administrative Code of Illinois is amended by adding
9-Section 2705-211 as follows:
10-(20 ILCS 2705/2705-211 new)
11-Sec. 2705-211. Zero Traffic Fatalities Task Force.
12-(a) On or before July 1, 2024, the Secretary of
13-Transportation shall establish and convene the Zero Traffic
14-Fatalities Task Force to develop a structured, coordinated
15-process for early engagement of all parties to develop
16-policies to reduce traffic fatalities to zero.
17-(b) The members of the Task Force shall include:
18-(1) the Secretary of Transportation, or the
19-Secretary's designee, who shall serve as Chair of the Task
20-Force;
21-(2) the Director of State Police, or the Director's
22-designee;
23-(3) the Secretary of State, or the Secretary's
24-designee;
25-(4) the Director of Public Health, or the Director's
26-designee;

35-(6) a representative of a statewide motorcycle safety
36-organization, appointed by the Governor;
37-(7) a representative of a statewide motorist service
38-membership organization, appointed by the Governor;
39-(8) a representative of a statewide transportation
40-advocacy organization, appointed by the Governor;
41-(9) a representative of a bicycle safety organization,
42-appointed by the Governor;
43-(10) a representative of a statewide organization
44-representing municipalities, appointed by the Governor;
45-and
46-(11) a representative of a statewide labor
47-organization, appointed by the Governor.
48-(c) The Secretary of Transportation shall prepare and
49-submit a report of findings based on the Zero Traffic
50-Fatalities Task Force's efforts to the General Assembly on or
51-before January 1, 2025. The report shall include, but is not
52-limited to, a detailed analysis of the following issues:
53-(1) The existing process for establishing speed
54-limits, including a detailed discussion on where speed
55-limits are allowed to deviate from the 85th percentile.
56-(2) Existing policies on how to reduce speeds on local
57-streets and roads.
58-(3) A recommendation as to whether an alternative to

34+1 (5) a member from 3 different public universities in
35+2 this State, appointed by the Governor;
