11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 19A-21 as follows:

17	17	7 Sec. 19A-21. Use of local public buildings for early
18	18	8 voting polling places. Upon request by an election authority,
19	19	9 a unit of local government (as defined in Section 1 of Article
20	20	10 VII of the Illinois Constitution, which does not include
21	21	11 school districts) shall make the unit's public buildings
22	22	12 within the election authority's jurisdiction available as
23	23	13 permanent or temporary early voting polling places without
24	24	14 charge if the unit of local government determines that the use
25	25	15 would neither interfere with the normal operations within the
26	26	16 building nor cause the unit of local government to incur
27	27	17 additional expenses, including, but not limited to, additional
28	28	18 labor costs. Availability of a building shall include
29	29	19 reasonably necessary time before and after the period early
30	30	20 voting is conducted at that building.
31	31	21 A unit of local government making its public building
32	32	22 available as a permanent or temporary early voting polling
33	33	23 place shall ensure that any portion of the building made
