Upon request by an election authority, 9 a unit of local government (as defined in Section 1 of Article 10 VII of the Illinois Constitution, which does not include 11 school districts) shall make the unit's public buildings 12 within the election authority's jurisdiction available as 13 permanent or temporary early voting polling places without 14 charge if the unit of local government determines that the use 15 would neither interfere with the normal operations within the 16 building nor cause the unit of local government to incur 17 additional expenses, including, but not limited to, additional 18 labor costs.
