                            103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB2264 Introduced , by Rep. Katie Stuart SYNOPSIS AS INTRODUCED:  10 ILCS 5/19A-21  Amends the Election Code. Provides that a unit of local government shall make the unit's public buildings within the election authority's jurisdiction available as permanent or temporary early voting polling places without charge if the unit of local government determines that the use would neither interfere with the normal operations within the building nor cause the unit of local government to incur additional expenses, including, but not limited to, additional labor costs (currently, the use of the public building is mandatory, without exceptions, upon request of the election authority). 1  AN ACT concerning elections.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Election Code is amended by changing
5  Section 19A-21 as follows:
6  (10 ILCS 5/19A-21)
7  Sec. 19A-21. Use of local public buildings for early
8  voting polling places. Upon request by an election authority,
9  a unit of local government (as defined in Section 1 of Article
10  VII of the Illinois Constitution, which does not include
11  school districts) shall make the unit's public buildings
12  within the election authority's jurisdiction available as
13  permanent or temporary early voting polling places without
14  charge if the unit of local government determines that the use
15  would neither interfere with the normal operations within the
16  building nor cause the unit of local government to incur
17  additional expenses, including, but not limited to, additional
18  labor costs. Availability of a building shall include
19  reasonably necessary time before and after the period early
20  voting is conducted at that building.
21  A unit of local government making its public building
22  available as a permanent or temporary early voting polling
23  place shall ensure that any portion of the building made
