SYNOPSIS AS INTRODUCED: 
 
Makes an appropriation of $717,765,720 from the General 
Revenue Fund to the State Board of Education for early childhood 
education. Makes various appropriations from the General 
Revenue Fund to the Department of Human Services for early 
intervention, for grants and administration expenses associated 
with the Maternal and Child Home Visiting Program, for grants 
and administrative expenses associated with the Healthy 
Families Program, and for grants and administrative expenses 
associated with child care services, including prior year 
costs.  Effective July 1, 2023.

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly: 3 
 
   Section 5. The amount of $717,765,720, or so much of that 4 
amount as may be necessary, is appropriated from the General 5 
Revenue Fund to the State Board of Education for early childhood 6 
education. 7 
 
  Section 10. The following named amounts, o r so much of 8 
those amounts as may be necessary, respectively, for the 9 
objects and purposes named, are appropriated from the General 10 
Revenue Fund to the Department of Human Services for the 11 
Division of Family and Community Services and related 12 
distributive purposes, including such federal funds as are made 13 
available by the federal government , for the following 14 
purposes: 15 
 For early intervention  ........................ $139,070,280 16 
 For grants and administration expenses 17 
  associated with the Maternal and Child Home 18 
  Visiting Program ............................... $8,820,360 19 
 For grants and administrative expenses 20 
  associated with the Healthy 21

  Section 15. The following named amount , or so much of that 1 
amount as may be necessary, for the object and purpose named, 2 
is appropriated from the General Revenue Fund to the Department 3 
of Human Services for income assistance and related 4 
distributive purposes, including such federal funds as are made 5 
available by the federal government, for the following purpose: 6 
 For grants and administrative expenses 7 
  associated with child care services,  8 
  including prior year cost s ...................$492,718,800 9 
 
Section 99. Effective date. This Act takes effect July 1, 10 
2023. 11
