Provides that, beginning in 2023, each member of the General Assembly shall, during each term of office, complete a training program and examination on the Illinois Constitution. Provides that the Commission may contract with the Illinois Community College Board to use the Illinois Constitution Module for this purpose. Provides that, upon completion of the training program and successful passage of the examination, each member of the General Assembly must certify in writing that the member has completed the training program and examination. Provides that each member of the General Assembly must provide to his or her ethics officer a signed copy of the certification. Requires the Commission on Government Forecasting and Accountability to develop and administer the training program and examination. Effective July 1, 2023. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The General Assembly Organization Act is
15	15	5 amended by adding Section 14 as follows:
16	16	6 (25 ILCS 5/14 new)
17	17	7 Sec. 14. Constitution training.
18	18	8 (a) Beginning with the 103rd General Assembly, each member
19	19	9 of the General Assembly shall complete, during each term of
20	20	10 office, a training program and examination on the Illinois
21	21	11 Constitution, which shall be administered by the Commission on
22	22	12 Government Forecasting and Accountability. The Commission may
23	23	13 contract with the Illinois Community College Board to use the
24	24	14 Illinois Constitution Module for this purpose.
25	25	15 (b) Upon completion of the training program and successful
26	26	16 passage of the examination, each member of the General
27	27	17 Assembly must certify in writing that the member has completed
28	28	18 the training program and examination and must provide to the
29	29	19 ethics officer for the member's caucus a signed copy of the
30	30	20 certification by the deadline specified by the Commission for
31	31	21 completion of the training program and examination or, in the
32	32	22 case of a member who is filling a vacancy, within 2 months
33	33	23 after taking office as a member.
