1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The General Assembly Organization Act is
5 amended by adding Section 14 as follows:
6 (25 ILCS 5/14 new)
7 Sec. 14. Constitution training.
8 (a) Beginning with the 103rd General Assembly, each member
9 of the General Assembly shall complete, during each term of
10 office, a training program and examination on the Illinois
11 Constitution, which shall be administered by the Commission on
12 Government Forecasting and Accountability. The Commission may
13 contract with the Illinois Community College Board to use the
14 Illinois Constitution Module for this purpose.
15 (b) Upon completion of the training program and successful
16 passage of the examination, each member of the General
17 Assembly must certify in writing that the member has completed
18 the training program and examination and must provide to the
19 ethics officer for the member's caucus a signed copy of the
20 certification by the deadline specified by the Commission for
21 completion of the training program and examination or, in the
22 case of a member who is filling a vacancy, within 2 months
23 after taking office as a member.
