4-AN ACT concerning State government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Fire Investigation Act is amended by adding
8-Section 13.2 as follows:
9-(425 ILCS 25/13.2 new)
10-Sec. 13.2. Youth Firesetter Interventionist Coordinator;
11-Certified Youth Firesetter Interventionists.
12-(a) The Office of the State Fire Marshal shall create the
13-position of Youth Firesetter Interventionist Coordinator
14-within the Division of Arson. The Youth Firesetter
15-Interventionist Coordinator must be a certified youth
16-firesetter interventionist.
17-The Office shall use National Fire Protection Association
18-standards related to the Youth Firesetter Intervention Program
19-Manager in the development of the job responsibilities for the
20-Youth Firesetter Interventionist Coordinator.
21-The Youth Firesetter Interventionist Coordinator shall
22-have the following responsibilities:
23-(1) The Youth Firesetter Interventionist Coordinator
24-shall ensure that a Certified Youth Firesetter
25-Interventionist employed within the Office, or a local
26-Certified Youth Firesetter Interventionist, physically

33-sees or connects with a youth whose case was referred to
34-the Office within 72 hours of a referral. If no other
35-Certified Youth Firesetter Interventionist is available,
36-then the Youth Firesetter Interventionist Coordinator must
37-take the case and ensure that he or she physically sees or
38-connects with the youth within 72 hours. The 72 hours
39-includes any weekend days or national or State holidays.
40-(2) The Youth Firesetter Interventionist Coordinator
41-shall assist with Freedom of Information Act requests.
42-(3) The Office shall create a report on Youth
43-Firesetter Interventions, and shall submit such report to
44-the General Assembly. The report shall be semiannual for
45-the first 2 years, and the first report shall be submitted
46-to the General Assembly by December 31, 2023. After the
47-first 3 semiannual reports, the report shall be submitted
48-annually. The semiannual reports shall be submitted by:
49-December 31, 2023, June 30, 2024, and December 31, 2024.
50-(b) A local Certified Youth Firesetter Interventionist
51-rostered with a fire department or fire protection district
52-may receive a $250 stipend and mileage reimbursement for any
53-necessary travel for a case only if the local Certified Youth
54-Firesetter Interventionist is not otherwise compensated by
55-another employer or entity for that case.
