4-AN ACT concerning regulation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Department of Professional Regulation Law
8-of the Civil Administrative Code of Illinois is amended by
9-adding Section 2105-370 and 2105-375 as follows:
10-(20 ILCS 2105/2105-370 new)
11-Sec. 2105-370. Continuing education; cultural competency.
12-(a) As used in this Section:
13-"Cultural competency" means a set of integrated attitudes,
14-knowledge, and skills that enables a health care professional
15-or organization to care effectively for patients from diverse
16-cultures, groups, and communities.
17-"Health care professional" means a person licensed or
18-registered by the Department under the following Acts: the
19-Medical Practice Act of 1987, the Nurse Practice Act, the
20-Clinical Psychologist Licensing Act, the Illinois Optometric
21-Practice Act of 1987, the Illinois Physical Therapy Act, the
22-Pharmacy Practice Act, the Physician Assistant Practice Act of
23-1987, the Clinical Social Work and Social Work Practice Act,
24-the Nursing Home Administrators Licensing and Disciplinary
25-Act, the Illinois Occupational Therapy Practice Act, the
26-Podiatric Medical Practice Act of 1987, the Respiratory Care

4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 5. The Department of Professional Regulation Law
7+5 of the Civil Administrative Code of Illinois is amended by
8+6 adding Section 2105-370 and 2105-375 as follows:
9+7 (20 ILCS 2105/2105-370 new)
10+8 Sec. 2105-370. Continuing education; cultural competency.
11+9 (a) As used in this Section:
12+10 "Cultural competency" means a set of integrated attitudes,

33-Practice Act, the Professional Counselor and Clinical
34-Professional Counselor Licensing and Practice Act, the
35-Illinois Speech-Language Pathology and Audiology Practice Act,
36-the Illinois Dental Practice Act, the Illinois Dental Practice
37-Act, or the Behavior Analyst Licensing Act.
38-(b) For health care professional license or registration
39-renewals occurring on or after January 1, 2025, a health care
40-professional who has continuing education requirements must
41-complete at least a one-hour course in training on cultural
42-competency. A health care professional may count this one hour
43-for completion of this course toward meeting the minimum
44-credit hours required for continuing education.
45-(c) The Department may adopt rules for the implementation
46-of this Section.

49-training requirements.
50-(a) As used in this Section:
51-"Health care professional" means a person licensed or
52-registered by the Department under the following Acts: the

71-(b) Notwithstanding any other provision of law, for health
72-care professional license or registration renewals occurring
73-on or after January 1, 2025, a health care professional whose
74-license or registration renewal occurs every 2 years must
75-complete all statutorily mandated topics within 3 renewal
76-periods. If any additional statutorily mandated topics are
77-added by law after the effective date of this amendatory Act of
78-the 103rd General Assembly, then a health care professional
79-whose license or registration renewal occurs every 2 years
80-must complete all statutorily mandated topics within 4 renewal
81-periods.
82-(c) Notwithstanding any other provision of law, for health
83-care professional license or registration renewals occurring
84-on or after January 1, 2025, a health care professional whose
85-license or registration renewal occurs every 3 years must

88-complete all statutorily mandated topics within 2 renewal
89-periods. If any additional statutorily mandated topics are
90-added by law after the effective date of this amendatory Act of
91-the 103rd General Assembly, then a health care professional
92-whose license or registration renewal occurs every 3 years
93-must complete all statutorily mandated topics within 3 renewal
94-periods.
95-(d) Notwithstanding any other provision of this Section to
96-the contrary, the implicit bias awareness training required
97-under Section 2105-15.7 and the sexual harassment prevention
98-training required under Section 2105-15.5 must be completed as
99-provided by law.
100-(d-5) Notwithstanding any other provision of this Section
101-to the contrary, the Alzheimer's disease and other dementias
102-training required under Section 2105-365 must be completed
103-prior to the end of the health care professional's first
104-license renewal period, and thereafter in accordance with this
105-Section.
106-(e) The Department shall maintain on its website
107-information regarding the current requirements for the
108-specific statutorily mandated topics.
109-(f) Each license or permit application or renewal form the
110-Department provides to a health care professional must include
111-a notification regarding the current specific statutorily
112-mandated topics.

115-Section 10. The Illinois Controlled Substances Act is
116-amended by changing Section 315.5 as follows:
117-(720 ILCS 570/315.5)
118-Sec. 315.5. Opioid education for prescribers. In
119-accordance with the requirement for prescribers of controlled
120-substances to undergo training under Section 1263 of the
121-Consolidated Appropriations Act, 2023 (Public Law 117-328),
122-every Every prescriber who is licensed to prescribe controlled
123-substances shall, during the pre-renewal period, complete one
124-hour 3 hours of continuing education on safe opioid
125-prescribing practices offered or accredited by a professional
126-association, State government agency, or federal government
127-agency. Notwithstanding any individual licensing Act or
128-administrative rule, a prescriber may count this hour these 3
129-hours toward the total continuing education hours required for
130-renewal of a professional license. Continuing education on
131-safe opioid prescribing practices applied to meet any other
132-State licensure requirement or professional accreditation or
133-certification requirement may be used toward the requirement
134-under this Section. The Department of Financial and
135-Professional Regulation may adopt rules for the administration
136-of this Section.
