1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 50 as follows:
6 (30 ILCS 105/50 new)
7 Sec. 50. Conversion therapy funds prohibited.
8 Notwithstanding any provision of law to the contrary, the
9 State shall not expend or invest any public funds in any
10 organization, nonprofit organization, religious organization,
11 or any other entity to be used for conversion therapy. Any
12 public funds owed by the State to an organization used for
13 conversion therapy as of the effective date of this amendatory
14 Act of the 103rd General Assembly shall be withheld from such
15 organization, and any contract between the State and that
16 organization shall be void to the extent that the contract is
17 used or will be used for conversion therapy.
18 For purposes of this Section, "conversion therapy" means
19 any practices or treatments that seek to change an
20 individual's sexual orientation or gender identity, including
21 efforts to change behaviors or gender expressions or to
22 eliminate or reduce sexual or romantic attractions or feelings
23 toward individuals of the same gender. This does not include

1 counseling that provides assistance to a person undergoing
2 gender transition or other counseling or mental health
3 services relating to sexual orientation or gender identity,
4 including sexual orientation neutral interventions to prevent
5 or address unlawful conduct or unsafe sexual practices,
6 without seeking to change sexual orientation or gender
7 identity.
