3	11		1 AN ACT concerning finance.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The State Finance Act is amended by adding
7	15		5 Section 50 as follows:
8	16		6 (30 ILCS 105/50 new)
9	17		7 Sec. 50. Conversion therapy funds prohibited.
10	18		8 Notwithstanding any provision of law to the contrary, the
11	19		9 State shall not expend or invest any public funds in any
12	20		10 organization, nonprofit organization, religious organization,
13		-	11 or any other entity ~~to be used for~~ conversion therapy. Any
14		-	12 public funds owed by the State to an organization ~~used for~~
	21	+	11 or any other entity that performs conversion therapy. Any
	22	+	12 public funds owed by the State to an organization performing
15	23		13 conversion therapy as of the effective date of this amendatory
16	24		14 Act of the 103rd General Assembly shall be withheld from such
17	25		15 organization, and any contract between the State and that
18		-	16 organization shall be void to the extent that the contract is
19		-	17 used or will be used for conversion therapy.
20		-	18 For purposes of this Section, "conversion therapy" means
21		-	19 any practices or treatments that seek to change an
22		-	20 individual's sexual orientation or gender identity, including
23		-	21 efforts to change behaviors or gender expressions or to
24		-	22 eliminate or reduce sexual or romantic attractions or feelings
25		-	23 toward individuals of the same gender. This does not include
	26	+	16 organization shall be void.
